Summary Serves as Human Resources Specialist and advisor for the NLRB, Office Human Resources, Senior Executive Service team. Applies knowledge of advanced human resource principles, concepts, and techniques; as well as substantial understanding of each HR specialization (e.g., staffing and recruitment, classification, performance management, employee relations, benefits and entitlements) and their interrelationships, and the basic legal and regulatory framework of the Civilian Human Resources program. Responsibilities As a, Human Resources Specialist, GS- 0201-13, your typical work assignments may include: Applying knowledge of advanced human resources principles and concepts and has an understanding of each HR specialization (e.g., staffing and recruitment, classification, performance management, employee relations, benefits and entitlements) and their interrelationships, and the basic legal and regulatory framework of the Civilian Human Resources program. Studying OPM regulations, procedures, and instructions in terms of NLRB SES requirements and determines need for the development of agency-wide regulations or additional guidance for application. Planning, initiating, and conducting broad initiatives to determine the effectiveness of Headquarters and regional HR programs with a view towards the development of significant improvements in policy, procedures, methods, or techniques. Processing a wide variety of personnel actions covering all HR functional areas. Reviewing and recommending resolution on formal appeal/grievance submissions and policy complaints which have not been resolved at subordinate levels, with particular emphasis on interpretation and/or compliance with regulatory guidelines. IDEAL CANDIDATE STATEMENT The ideal candidate for the Human Resources Specialist position will have experience providing HR advisory and compliance support across multiple functional areas, including staffing, classification, employee relations, performance management, and benefits, particularly in support of senior leadership or executive-level workforces. The candidate should demonstrate strong analytical skills and problem-solving skills, with the ability to interpret and apply complex federal HR laws, regulations, and policies. Excellent written and verbal communication skills are essential as the position requires advising leadership, collaborating with internal and external stakeholders, and presenting information clearly and professionally. The ideal candidate will also be highly organized, detail-oriented, capable of managing multiple priorities independently, and committed to delivering accurate, timely, and high-quality customer service. MINIMUM QUALIFICATIONS To be qualified for this position at the GS-13 level, applicants must have one year of specialized experience equivalent to the GS-12 grade level that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of a Human Resources Specialist at the GS-13. Specialized experience includes: Experience providing expert advisory services across multiple human resources functional areas and senior or executive-level employees, including staffing, classification, employee relations, performance management, and benefits; and Experience interpreting and applying federal HR laws, regulations, and policies to resolve complex issues and ensure compliance; and Experience communicating complex HR information effectively both orally and in writing, including preparing reports, guidance, and briefings, and advising senior leaders. TIME-IN-GRADE REQUIREMENTS All current and former Federal employees must meet time-in-grade requirements to be considered eligible. One year of experience at the GS-12 or equivalent grade level of the federal service, is required to qualify for this position. (NOTE: All current and former Federal employees must provide a copy of their SF-50 "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure code (1 or 2), and type of service (Competitive). You may determine your current status by checking block 24 on your SF-50. Block 24 must reflect "1" or "2". Also, block 34 must reflect "1". NOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education There is no substitution of education for experience for this position.
