Job Title: Business Development Manager – Construction (DC / MD / VA Market)
Job Description

This Business Development Manager role focuses on driving growth within the DC / MD / VA construction market by building strong relationships, developing a robust opportunity pipeline, and leading pursuits across commercial and government projects. The position blends strategic market development, hands-on pursuit management, and close collaboration with internal teams in a small, agile, and entrepreneurial firm environment.

Responsibilities

  • Identify and pursue new business opportunities within the DC / MD / VA construction market across both commercial and government sectors.
  • Develop and maintain strong relationships with government agencies at the federal, state, and local levels.
  • Build and deepen relationships with developers, property managers, commercial clients, subcontractors, and other industry partners.
  • Monitor and track upcoming RFPs, RFQs, and bid opportunities in both the public and private sectors.
  • Lead pipeline development by identifying, qualifying, and prioritizing opportunities that align with strategic growth goals.
  • Support and collaborate on proposal development, ensuring responses are compelling, compliant, and tailored to client needs.
  • Contribute to bid strategies and coordinate pricing efforts in partnership with internal estimating and project teams.
  • Support preconstruction efforts by aligning business development activities with project planning and early-stage project strategy.
  • Represent the company at industry events, networking functions, and pre-bid meetings to enhance visibility and cultivate new relationships.
  • Maintain accurate and up-to-date CRM records of leads, pursuits, client interactions, and business development activities.
  • Conduct market research and competitive analysis to inform overall growth strategy and identify emerging trends and opportunities.
  • Partner closely with internal project and estimating teams to ensure alignment on target pursuits and to support successful project awards.
  • Generate and manage a sustainable pipeline of opportunities and contribute directly to awarded work through effective pursuit strategies.
Essential Skills
  • 5–10+ years of business development, sales, or capture experience in construction or a closely related industry.
  • 5–10+ years of experience working with general contracting or design-build environments.
  • Proven experience in general contracting business development, sales, or capture roles within the construction sector.
  • Strong, established network within the DC metro construction market, including general contractors, developers, and public agencies.
  • Demonstrated track record of generating a robust pipeline of opportunities and closing or contributing to awarded work.
  • Experience with government contracting or public-sector pursuits, including familiarity with public procurement processes.
  • Strong familiarity with RFP and RFQ processes and the full construction lifecycle from preconstruction through build.
  • Excellent communication skills, with the ability to present effectively to diverse stakeholders and articulate value propositions clearly.
  • Exceptional relationship-building skills, with a focus on long-term, trust-based partnerships.
  • Proven ability to operate as a self-starter in a small, entrepreneurial team environment, managing priorities with minimal supervision.
Additional Skills & Qualifications
  • Experience working in design-build project models and exposure to end-to-end construction projects.
  • Background in relationship-driven delivery and quality-focused execution within construction projects.
  • Experience working across a variety of commercial and government construction projects in the DC / MD / VA region.
  • Strong sales management and outside sales experience within the construction industry.
  • Ability to collaborate effectively with preconstruction, estimating, and project delivery teams.
  • Comfort with CRM tools and structured tracking of leads, pursuits, and client interactions.
  • Strategic mindset with the ability to perform market research and competitive analysis to shape growth initiatives.
  • Confidence representing the organization at industry events, networking functions, and pre-bid meetings.
Work Environment

The work environment is highly flexible and supports a modern, results-focused approach to business development. The organization recognizes that many business development activities can be performed remotely and is open to hearing how candidates prefer to structure their work. Team members are encouraged to present a clear plan for how they will manage their territory, relationships, and pipeline, rather than being held to strict in-office requirements. Job Type & Location

This is a Permanent position based out of Washington, DC.

Pay and Benefits

The pay range for this position is $100000.00 - $150000.00/yr.

Candidate will receive bonuses as well as Health benefits and PTO

Workplace Type

This is a hybrid position in Washington,DC.
