About the Team MTC's Capital Delivery, Asset Management and Roadside Tolling (CART) Section brings together many MTC initiatives focused on improving mobility, reliable system operations, and preservation of the region’s transportation system in support of a connected, equitable and sustainable Bay Area. The team is responsible for the full lifecycle of customer‑oriented, multi‑modal projects and programs with a focus on express lane, managed lane and toll bridge corridors. It supports regional partners with risk management and governance for mega‑project delivery and works in close partnership with Caltrans, the California Highway Patrol, county transportation agencies, transit operators and local jurisdictions. About the Role Under the general direction of the Section Director, the Assistant Director, Toll Bridge Program Manager will lead a team that is responsible for managing the health and performance of infrastructure under the responsibility of the Bay Area Toll Authority. This infrastructure includes the seven state‑owned toll bridges and roadway assets. The Assistant Director will lead a team responsible for asset management, capital improvement planning, program management, maintenance support, bridge toll policy, and delivery of selected capital projects. This requires close coordination with Caltrans, regional agencies, county transportation agencies, internal units and contractors. Depending on need, other responsibilities related to toll operations, supporting regional planning, and construction management could be assigned. The Assistant Director will lead a team of direct reports, consultants and staff and is expected to successfully execute responsibilities and duties by managing reporting staff and available resources. As a member of the MTC management/leadership team, the Assistant Director is expected to initiate, implement, and carry to completion projects, initiatives, programs, and operations. Providing strategic direction in project management and project delivery, contract management, organizational alignment, change management, fiscal analysis, resource management, and innovation is essential. New project, initiatives, and responsibilities may be assigned to the Assistant Director to keep up with changing program requirements and agency objectives. Responsibilities Under the general direction of the Section Director, the specific assignments and responsibilities include, but are not limited to, the following: Strategic Management Develop a roadmap for toll bridge and related roadway infrastructure asset management and lifecycle planning. Develop and update the toll bridge asset management plan in alignment with direction provided by BATA. Develop strategies to understand and manage risks to bridges and associated infrastructure. Develop and update plans used to guide funding and investments by BATA on the toll bridges. Develop policies and procedures for inter‑agency coordination with Caltrans to ensure bridge and infrastructure health. Coordinate with Deputy Executive Director, Mobility, Section Director, Assistant Directors, Principals, and Seniors to define MTC’s strategic role in the upkeep and performance of its roadside tolling infrastructure. Develop strategies to effectively maintain bridge and roadway infrastructure. Build partnerships with regional agencies, Caltrans, and CHP to ensure service levels and operating consistency within the region. Coordinate with senior and management level staff at partner agencies to enhance and build strategic partnerships to effectively deliver projects and services at each of the toll bridges. Identify and manage program level and enterprise risks related to area of responsibility. Promote engagement with industry groups and other public agencies, process and systems innovation, and alignment of projects with evolving transportation technology and applications. Program Management Ensure internal and Caltrans bridge and capital and operating budgets align with agency objectives and targets. Ensure timely and appropriate use of program funds. Implement data strategies and appropriate analytical tools to manage and utilize data to support toll bridge program and capital projects. Execute required cooperative, project, maintenance agreements with Caltrans and other jurisdictions. Ensure high quality work and the delivery of assigned projects, including capital projects, are on schedule within resource constraints. Ensure maintenance levels are upkept. Ensure that staff assignments are resourced correctly to deliver projects and ensure operational success; identify gaps in resources. Oversee procurements, contracts, and consultant efforts. Provide direction and review of delivered work products and ensure compliance with contract scopes, schedules, and budgets. Participate in assessments of contractual issues, budgeting, auditing, and grant management strategies. Define roles and responsibilities for staff and contractors. Ensure timely decision‑making and incident response. Develop goals, objectives, performance targets, service level agreements, and monitoring plans. Serve as the point of escalation for problem‑solving and conflict resolution internal and external stakeholders. Develop and prepare recommendations for Director, Capital Delivery, Asset Management and Roadside Tolling and Executive Office. Develop and keep effective relationships with transportation partners and internal units to ensure coordinated operations and maintenance of roadside tolling infrastructure. Develop and deliver presentations and briefings to the Executive Office, Commission, partner agencies and public meetings. Staff Supervision and Mentorship Supervise and mentor staff. Provide leadership and clear directions to assigned staff, instruct staff about work procedures, review and evaluate work performance. Foster a collaborative and innovative team environment that encourages professional development and continuous improvement. Support the continual professional growth and development of staff by identifying and making available tools, training opportunities, and other resources. Inspire a shared vision, and seek areas of professional growth for staff. Serve as the point of escalation for problem‑solving and conflict resolution. Promote safe working practices for staff and contractors and ensure compliance with roadway work zone safety requirements. Qualifications Knowledge Principles and practices of transportation operations, planning and engineering, managed lanes, tolling, systems engineering and asset management. Principles and practices of policy, funding and program development, project management, implementation and administration. Policies, procedures, rules and regulations governing transportation planning and toll operations. Principles and practices of budget preparation, contract negotiation and contract administration. Guide complicated procurements and vendor selection processes and manage vendor and consultant relationships. Minimum Qualifications Education: A master’s degree in an appropriate field related to the area of assignment, such as transportation planning, project management, public finance, transportation engineering, economics, business or public administration; and experience: Three years of increasingly responsible experience in an appropriate field related to the area of assignment. A bachelor’s degree in an appropriate discipline and four years of relevant experience is an alternative qualification. Preferred Qualifications Five (5) years of increasingly responsible professional experience administering programs in a field related to assignment area. Additional years of experience in transportation project delivery, tolls/transportation operations, asset management, structural engineering and/or project management is highly desirable.
