Job SummaryGeneral Atomics Aeronautical Systems, Inc. (GA-ASI), an affiliate of General Atomics, is a world leader in proven, reliable remotely piloted aircraft and tactical reconnaissance radars, as well as advanced high-resolution surveillance systems.This position is responsible for overseeing all activities related to the development, planning and scheduling of proposals for company products and/or services. Manages the writing, editing, final production, and delivery of the proposal. Develops and implements policies and procedures to ensure business objectives are met. Manages the development of short and long-term objectives and recommends goals to management. Provides leadership and guidance in implementing new/revised objectives and maintains liaisons with other department managers. May accomplish objectives through subordinate management and/or professional staff. May be responsible for decisions that have a serious impact on outcomes such as changes to schedules or allocation of resources.DUTIES AND RESPONSIBILITIES:Manage all activities related to the development, planning and scheduling of proposals.Serve as the primary interface for proposals with senior management, business development, engineering, production, finance and contracts.Compile cost, schedule and technical elements for the development of proposals in accordance with RFP specifications.Manage the research and analysis of historical data, develop cost models to support proposal efforts and insure proposals meet RFP requirements.Develop and recommend modifications to proposal policies and procedures.Recommend strategy and guidance for all proposal activity. Lead solution, theme and development meetings.Review program proposals submitted by staff, and other sources to determine proposal feasibility.Prepare and manage budget for all proposal efforts. Prepare and manage annual Bid & Proposal budget.Assign tasks, review work and provide direction to staff while ensuring business objectives are met within established timelines.Manage and participate in the planning, attraction, selection, retention, and development of human resources to ensure the availability of the required professional and technical talent.Maintain the strict confidentiality of sensitive information.Responsible for ensuring all laws, regulations and other applicable obligations are observed wherever and whenever business is conducted on behalf of the Company.Responsible for ensuring work is accomplished in a safe manner in accordance with established operating procedures and practices.Additional Functions Other duties as assigned or required.We recognize and appreciate the value and contributions of individuals with diverse backgrounds and experiences and welcome all qualified individuals to apply.Job QualificationsTypically requires a Bachelors degree in Business Administration or a related discipline and eleven or more years of progressive professional experience in proposal development.
