The Office of Health Workforce Development (OHWD), Operations Branch, is seeking a creative, organized, and collaborative individual to join our team as an Analyst II (Communications Analyst II). Under the general direction of the Supervisor I (Communications Manager), the Analyst II is instrumental in developing effective communication and outreach materials to support OHWD’s mission to strengthen California’s health workforce. The Communications Analyst II is responsible for supporting OHWD’s strategic communications and customer service, ensuring that internal and external communication needs are met. The incumbent supports the develop and implementation of communication workflows, standard operating procedures, and tools that promote transparency and efficiency across OHWD programs. The ideal candidate is adaptable to time-sensitive changes, has excellent problem-solving skills, and is highly collaborative with cross functional teams, and maintains high standards for customer service. This position requires excellent written and verbal communication skills, attention to detail, and the ability to manage multiple priorities in a fast-paced environment.

Effective July 1, 2025, specific Bargaining Units and associated Excluded State employees are subject to a salary reduction between 2% - 4.62% in exchange for Personal Leave Program 2025 (PLP 2025) hours each month. HCAI supports a hybrid telework schedule for many positions, consistent with operational requirements. Telework schedules are only available for CA residents. The telework policy is subject to change, and additional in-office days may be required and/or minimal notification may be given to report to the worksite if an urgent need arises.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:


A Statement of Qualifications (SOQ) must be submitted to apply for this position. 1. Describe at least one experience leading the preparation of stakeholder or outreach communications with very short notice. What challenges did you face? What were the steps you took to ensure success?

2. Please provide a work example of an innovative communications assignment/project you've recently led. What tactics did you use? What was the outcome?

3. What technical skills or software experience do you feel uniquely qualifies you for this role? Why do you feel it is essential for communicating with a broad public stakeholder audience?

Desirable Qualifications
  • Experience utilizing Microsoft Office Suite (Word, Excel, PowerPoint, etc.) applications in a professional work environment to complete general reports and assignments.
  • Experience utilizing specific Communications applications for website development (e.g. Wordpress), Presentations (e.g. PowerPoint), and Email blasts (e.g. MailChimp.)
  • Experience evaluating, analyzing, summarizing data and information, and making recommendations to leadership.
  • Ability to perform effectively under pressure, manage multiple tasks, and adapt to shifting priorities while ensuring accurate and timely completion of work.
  • Excellent verbal and written communication skills, with the ability to communicate tactfully and professionally across all levels of staff.
  • Demonstrated strong interpersonal skills and ability to build collaborative relationships.
  • Skilled in analyzing and synthesizing complex information and presenting key insights clearly and concisely to diverse audiences.
  • Experience implementing communication workflows and outreach strategies.
  • Experience coordinating stakeholder engagement activities, meetings or events.

HCAI accepts foreign transcript evaluations that are completed by one of the agencies approved by the California Commission on Teacher Credentialing.
