Introduction

Haiti Air Ambulance (HAA) is a Long Island based 501(c)(3) conducting philanthropy work in the Caribbean since 2014. Haiti Air Ambulance is a nonprofit primarily financed through philanthropic contributions and federal grants. The organization currently serves as a prime recipient under awards from the U.S. Department of State. Rescue Response International is a 501(c)(3) subsidiary of HAA, providing training, rescue and disaster response, and critical logistics operations through out the Caribbean, Central and South America.

Position Summary

Haiti Air Ambulance (HAA) and Rescue Response International are seeking a highly experienced, mission-driven, self-motivated and dependable Controller to serve as the senior finance executive and lead all aspects of the organization’s financial operations. As the principal financial officer (until a Chief Financial Officer role is established), the Controller will provide strategic leadership and hands-on day-to-day management of accounting, financial reporting, budgeting, compliance, treasury, grants administration, and internal controls. The ideal candidate will bring deep expertise in federal grants management and federal audits—particularly Single Audits under 2 CFR Part 200 (Uniform Guidance )—along with a proven track record of safeguarding financial integrity in a complex international nonprofit environment spanning aviation, emergency medical services, humanitarian logistics, and disaster response. You will act as a trusted advisor to the Executive Director, Board of Directors, and Finance Committee, ensuring financial sustainability while supporting organizational growth. Key Responsibilities

Financial Leadership

• Serve as the senior financial leader of the organization.
• Advise the ED on financial strategy, liquidity, risk management, and operational planning.
• Present financial information to the Board of Directors and Finance Committee.
• Develop financial policies supporting organizational growth and sustainability.
• Provide financial modeling for strategic initiatives and expansion.

Accounting & Financial Reporting

• Direct all accounting operations in accordance with U.S. GAAP.
• Maintain the general ledger and chart of accounts.
• Oversee monthly, quarterly, and annual financial close.
• Prepare timely internal financial statements and board reporting packages.
• Ensure accurate balance sheet reconciliations.
• Manage fixed assets and depreciation.
• Supervise accounts payable, receivable, payroll, and cash management.

Budgeting & Forecasting

• Lead the annual budgeting process and develop departmental budgets with leadership.
• Prepare rolling forecasts and cash flow projections.
• Monitor performance against budget, analyze trends, and recommend corrective actions.

Grant & Restricted Fund Management

• Track restricted and unrestricted funds.
• Ensure grant expenditures comply with donor and federal requirements (including Uniform Guidance).
• Prepare financial reports for institutional donors, foundations, and federal agencies.
• Coordinate grant budgets with program leadership and support proposal budgeting.

Audit & Compliance

• Coordinate the annual independent audit and Single Audit (as applicable under 2 CFR 200).
• Prepare audit schedules and supporting documentation.
• Maintain compliance with IRS nonprofit regulations and oversee Form 990 preparation.
• Ensure compliance with federal and state charitable reporting requirements.
• Maintain policies consistent with nonprofit best practices.

Internal Controls & Risk Management

• Develop and maintain strong internal controls; implement fraud prevention measures.
• Safeguard organizational assets; oversee banking relationships and insurance coverage.
• Recommend improvements to financial systems and processes.

Treasury & Cash Management

• Manage organizational cash flow, operating reserves, banking, investments, and wire transfers.
• Forecast liquidity requirements and optimize cash utilization while maintaining appropriate reserves.

International Operations

• Support financial management of Haiti-based operations.
• Coordinate international accounting processes and monitor foreign currency transactions.
• Ensure compliance with international financial reporting requirements.
• Assist with procurement oversight, vendor management, and financial controls in a challenging operating environment.

Systems & Process Improvement

• Evaluate and improve accounting systems; automate reporting where practical.
• Develop dashboards and key performance indicators.
• Improve financial processes to support organizational growth.

Staff Leadership

• Recruit, supervise, mentor, and evaluate finance personnel (Senior Accountant, Staff Accountant, Accounts Payable/Payroll Specialist, Finance & Administration Coordinator, and future Grants Accountant).
• Build a scalable finance function and foster a culture of accountability, transparency, and continuous improvement.

Qualifications

Required

• Bachelor’s degree in Accounting or Finance.
• CPA required.
• Minimum 8–10 years of progressive accounting experience.
• Minimum 5 years in nonprofit financial management.
• Strong experience managing annual audits and federal Single Audits / Uniform Guidance (2 CFR Part 200) compliance.
• Strong knowledge of U.S. GAAP, nonprofit accounting, and restricted funds.
• Experience preparing Form 990.
• Advanced Excel and financial systems proficiency.
• Excellent written and verbal communication skills, including the ability to present financial information to executive leadership and boards.

Preferred

• Master’s degree (MBA or MAcc).
• Experience with international nonprofit operations and multi-currency accounting.
• Experience with federal grants and private foundation reporting.
• Knowledge of aviation, healthcare, emergency response, or humanitarian organizations.
• Experience working in developing countries.
• Experience implementing ERP or accounting systems.

• Complete annual audit (and Single Audit if required) with no material weaknesses.
• Strengthen internal control environment.

• Improve financial reporting dashboards for management and the Board.
• Enhance grant financial reporting processes.
• Establish standardized policies and procedures.
• Build a scalable finance infrastructure to support organizational growth.

Future Organizational Structure

Until a Chief Financial Officer position is established, the Controller serves as the organization’s senior finance executive. Direct reports include Senior Accountant, Staff Accountant, Accounts Payable/Payroll Specialist, Finance & Administration Coordinator, and (future) Grants Accountant. Upon creation of a CFO role, the Controller would transition to reporting to the CFO while retaining responsibility for accounting operations, financial reporting, internal controls, audit, and compliance.
