Project Health Safety Environment Manager

POSITION SUMMARY

To support the execution of the pre-installation and pre-commissioning site activities with oversight of the day-to-day site management activities performed at the company’s scope of work. Interactions with Offshore HSE PM, Site Managers, Contractor Supervisors, Site HSE Coordinators, Client Operations representatives, Client HSE representatives.

RESPONSIBILITIES

Frontline HSE coordination and support Engage daily with site project leadership and contractor supervision to align HSE priorities with the project plan and reinforce ownership for safe execution. Coordinate with client HSE representatives to deliver site performance according to site HSE plans. This may include but not be limited to planning inputs, daily briefs, toolbox talks and task-level risk reviews Verify that daily work planning integrates critical controls, interfaces and contractor activities particularly in marine logistics and simultaneous operations Report status, progress and concerns to the Offshore HSE Project Manager to ensure regulatory compliance and contract compliance are maintained Act as company’s HSE representative with client HSE site representatives in all Pre-Installation/Pre-Commissioning planning and review meetings Verify Safe Systems of Work for high-risk construction activities Ensure site compliance with the company’s HSE programs and monitor compliance to risk assessments (JSA/TRA), and permit-to-work validations for high-risk activities (e.g., heavy lifting, marine operations, work at height, electrical work, confined space, hot work and pre-commissioning Manage the quality and completeness of field inspections and critical control verifications; drive timely correction and reinforce line accountability with project/site leadership. Coordinate incident notifications and facilitate investigations with contractors and project leadership; ensure corrective actions have clear ownership, due dates and effectiveness verification Ensure environmental impacts are managed according to site plans for spill prevention/response, waste management, containment and escalate deviations according to site plans Monitor and escalate conditions that pose human performance risk specific to pre-installation/pre-commissioning operations Maintain working knowledge of applicable construction and maritime regulatory Operational performance improvement, assurance and documentation Ensure quality reporting of hazardous observations, near misses, incidents and injuries; and ensure effective follow-up with focus on prevention Facilitate TapRoot Investigations for all serious and potentially serious incidents according to the company’s programs Ensure root cause analysis, lessons learned, alerts and best practices are communicated and reinforced through all work groups at site. Coordinate participation in internal/external audits at project level and ensure findings are tracked to closure. Facilitate structured site operational learning conversations – including pre-task learning discussions, shift-handover reviews and periodic after-action sessions among all work groups at site; focus on understanding how and why deviations occur and translate frontline insights into practical system improvement recommendations escalated to the HSE PM Workforce coaching, contractor engagement and capability building Partner with project and contractor leadership to set behavioral expectations, enforce “stop work” practices and reinforce critical controls in the field. Provide support for relevant, high-quality toolbox talks and learning conversations tailored to daily risks; coach on planning quality, drift control and interface management. Coach Site HSE resources and operational leaders on Human Organizational Performance (HOP) principles Promote a just and fair culture Ensure the action-closure cadence for hazards/near misses and verification findings is in compliance with the company’s programs Monitor, escalate and manage interfaces (medical, clients, contractors) Ensure timely escalation of serious hazards, critical control failures and repeated non-compliances; immediate escalation vs. local correction. Ensure project data accuracy (incident types, work hours... ) Support client HSE interfaces (joint walkdowns, verifications and incident communications) following agreed notification and protocols. Support contractor performance management by providing updates and compliance reports to contractor management and HSE PM as applicable. Emergency preparedness & project HSE planning (operational readiness) Work with site leadership to ensure responsibilities and escalation protocols are in line with project arrangements. Assurance of coordinated routine checks of emergency response plan drills including scenarios: man overboard, work-at-height rescue, crane/lifting incidents, electrical faults, medical emergencies, fire and severe weather Ensure lessons learned and corrective actions are assigned, tracked to closure and reported as required Maintain project-specific HSE plans, emergency response plans, control frameworks and ensure they are integrated into mobilization and kick-off processes.

KNOWLEDGE AND SKILLS

Experienced HSE professional Experience in wind industry, power generation and/or maritime preferred but not required Knowledge and understanding of union labor organizations and NYC construction laws. Ability to confidently engage with Contractor representatives that provide union labor to perform various wind turbine assembly scopes of work Demonstrated understanding of risks present in construction, management of union labor, contractor engagement and control. Incident Investigation training in TapRoot Methodology or willingness to participate in TapRoot course for lead investigators. Knowledge and understanding of Risk Assessment practices, Method Statements and Work Instructions, Heavy Lifting Operations, Contractor Management, Coaching and Leading Site Management Relevant IT skills, Microsoft Office applications, and ability to quickly understand new systems

EDUCATION:

Relevant education within Occupational Health and Safety and Environmental or 10+ years in HSE Construction lead role
