Under supervision, prepares and reviews various financial reports and forms. Assists in the preparation of the divisional/departmental annual budget. Performs other job-related duties as required. Bachelor's Degree in Finance, Accounting, Business/Public Administration or closely related field from a four year accredited college or university required. Two years of full-time paid experience in Finance or Accounting is preferred. (Substitution: Two years of any equivalent combination of education, training and experience may be substituted for each year of college education lacking.) Must be knowledgeable in computer skills. About CD: The Department of Community Development (“CD” or “the Department” or “we” or “us”) is the City’s core unit dedicated to designing and implementing programs that help to improve our neighborhoods, community networks and social structures, reduce and mitigate safety and health risks related to occupied and vacant properties, and coordinating with internal government units and external parties to help address housing shortfalls and homelessness matters. Our mission is to improve the quality of life in the City of Cleveland by strengthening our neighborhoods through successful housing rehabilitation efforts, commercial rehabilitation efforts, new housing construction, homeownership, and community focused human services. As a result, CD is the City’s lead department for implementation of more than $30 million in annual funding received from the U.S. Department of Housing and Urban Development (HUD), including funding for the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) Program, Emergency Solutions Grant (ESG), and the Housing Opportunities for Persons with AIDS (HOPWA) Program. CD consists of the following primary operating units (OUs): Bureau of Program Operations; Bureau of Community Programming; Bureau of Residential Improvement; and Bureau of Enterprise Operations; Position: Performs professional budgetary, financial, and grant administration work in support of the Department of Community Development's federally, state, and locally funded programs. Assists with budget development, financial monitoring, expenditure tracking, grant compliance, reporting, and fiscal analysis to ensure the effective administration of departmental resources. Reviews financial transactions, prepares reports and supporting documentation, monitors revenues and expenditures, and provides financial support for contracts, grants, and program activities. Works closely with departmental staff, City agencies, funding partners, and external auditors to ensure compliance with applicable financial regulations, grant requirements, and City policies and procedures. Departmental Duties: Prepares and reviews various financial reports and forms associated with grant requirement adherence. Ensure proper coding of financial documents for the processing of requisitions, travel authorization forms, anticipated expense forms, expense forms and contracts. Complete voucher payment forms for monthly mileage, travel advances, mandatory travel registration, contract payments and appropriate purchases. Prepare and submit documentation/report for LOCCs draw. Input financial data into database to track and maintain the processing of financial documents, which includes contracts and payments. Monitors the status of purchases and payments using the City’s accounting system. Document the receipt of funds in accordance with City and Grant policies. Prepare monthly status reports to Budget Manager. Prepare and provide financial reports to Budget Manager. Maintain financial records with supporting documentation for match and leverage requirements. Ensure financial documents are available for review by internal and external auditors. Assists in the preparation of the divisional/departmental annual program budget. Process invoices for payment as received. Reconciles general ledgers with daily program income receipts. Preferred Departmental Qualifications Advanced Microsoft Excel skills are preferred. Strong analytical skills and must be detail oriented. Three years' experience developing and managing financial budgets are preferred. Knowledge of the City financial and accounting procedures and policies. Must be able to lift and carry thirty (30) pounds. Proof of education and employment references will be required before interview. Employment predicated upon successful completion of criminal record check and drug testing. New hire will be considered a probationary employee for the first 120 days of employment.
