The primary purpose of this position is: To provide executive support in the planning and execution of the daily operations of the Commander, Air Force District of Washington (AFDW), including general analysis and staff advisory, services. Communicates Commander's vision, philosophy, and intent to command staff, Air Staff, AFDW wings/mission support/squadron commanders.

Duties

Help

  • Supports the Commander, Deputy Commander, Director of Staff and Directors. Provides critical analysis and brainstorming on issues of interest to senior leadership.
  • Serves as the advisor on programs and initiatives within the group. Maintains cognizance of the effectiveness and status of Commander programs and activities by reviewing program status documents; internal metrics and/or productivity reports; management indicators; inspection, staff assistance, and audit reports; and from visual observations and personal contacts within the AFDW Staff, HQ Air Force, wing/group staff and operating personnel.
  • Updates Staff on conferences, including analysis of topics covered, potential problems and recommendations. Writes reports, builds briefings and prepares other necessary correspondence to provide updates; analyzes information, identifies problem areas, and makes recommendations concerning assigned program, plans and projects to the commander.
  • Plans, organizes and executes complex programs, meetings and visits, e.g., visits from senior government representatives, senior foreign government representatives, wing commanders. Recommends program changes to managers/supervisors.
  • Uses multiple office automation software with varied functions to produce a wide range of documents that often require complex formats, such as graphics or tables within text, editing and reformatting electronic drafts, and updating or revising existing databases or spreadsheets. Independently plans and performs complex office automation duties requiring different approaches and methods from one assignment to another, such as using different packages to: edit lengthy and complicated reports; collect, select, organize, and provide information; and resolve incompatibility problems in transferring text from one software package to another when menu options and specific software instructions are not available.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Employee may be required to work other than normal duty hours which may include evenings, weekends and holidays.
  • Must be able to obtain and maintain the appropriate security clearance.

Qualifications

Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11 , or equivalent in other pay systems. Examples of specialized experience includes (1) Applying thorough knowledge of staff operations management concepts, principles, and methodologies. (2) Using qualitative and quantitative techniques for analyzing and measuring effectiveness, efficiency and productivity of administrative and technical programs, along with knowledge of the mission, organization and work processes of programs throughout a military command, complex multi-mission local installation, or equivalent, and the relationships of administrative support activities to such missions. (3) Experience assessing programs/projects, analyzing findings and making recommendations on substantive operating programs and skill in preparing staff reports/briefings and skill in organizing and delivering briefings to managers to encourage understanding and acceptance of findings and recommendations.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE : Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of the principles, functions and processes of management to identify, analyze, and recommend solutions to problems or to develop planning guidance. Possess specific knowledge of pertinent laws, regulations, policies and procedures which affect the use of program and related support resources.
  2. Knowledge of organizations/functions of military units, DoD and U.S. Government agencies, and protocol procedures that apply to military and civilian leaders. Skill in written and oral communication to prepare briefings or recommendations to managers and negotiating solutions to disputed recommendations for the purpose of working effectively with civilian and military personnel at the highest command levels. Use judgment in problem solving.
  3. Knowledge of managing and directing the day-to-day operations of an organization and providing advice, guidance. Skill in organizing and delivering briefings to encourage understanding and acceptance of findings and recommendations.
  4. Ability to type to compose and/or edit professional written communications with knowledge to correct grammar, spelling, punctuation, capitalization, and format to accurately prepare and edit written correspondence and reports.
  5. Ability to locate, assemble and compose information for reports, inquiries and non-technical correspondence using various office automation software programs, tools, and techniques to support office operations and produce a variety of documents, such as letters, reports, spreadsheets, databases, and graphs.
  6. Ability to negotiate complex issues and maintain good working relationships. Utmost tact and diplomacy are required to meet all requirements and ensure all contacts are handled appropriately.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.
