Preconstruction Manager

We are seeking an experienced Preconstruction Manager to lead the planning and development of projects from initial concept through to construction commencement. This role will coordinate the commercial, technical and operational activities required to establish accurate, competitive and deliverable project proposals. You will work closely with clients, consultants, design teams, estimators, planners and construction personnel to develop effective strategies that meet project requirements, programme objectives and budget expectations.


Key responsibilities will include reviewing tender and contract documentation, preparing and managing preconstruction programmes, coordinating design development, identifying risks and opportunities, and overseeing estimating and cost-planning activities. You will obtain and assess subcontractor and supplier quotations, lead tender processes, support value engineering exercises, and ensure proposals are commercially robust and technically compliant. The role will also involve preparing bid submissions, presenting recommendations to senior stakeholders, maintaining clear project records and supporting the smooth handover of successful projects to the delivery team.


Applicants should have substantial experience in a preconstruction, estimating, bid management or project planning role within the construction or building industry. A strong understanding of construction methodologies, procurement routes, contract documentation, cost control and design coordination is essential. You will need excellent commercial awareness, attention to detail and the ability to interpret complex information and make sound decisions under tight deadlines. Strong communication and negotiation skills are required, together with the confidence to build productive relationships with internal and external stakeholders. Experience using estimating, scheduling and document management systems will be advantageous. A relevant construction, engineering, surveying or project management qualification is desirable, although equivalent practical experience will be considered.
