Manager, Project Controls

Cielo is partnering with a leading energy and infrastructure organization to identify a Manager, Project Controls to support a large-scale capital projects portfolio. About the Role This is a true people leadership role within the Project Controls function, responsible for managing and developing Project Control Managers and their teams across a portfolio of large capital projects. The focus of this role is on leading the project controls organization, ensuring strong execution across cost, schedule, and risk, while driving consistency, quality, and performance across multiple projects. The successful candidate will bring both leadership experience and strong project controls expertise, with the ability to guide teams, challenge project performance, and operate effectively at a portfolio level. Responsibilities Lead, coach, and develop a team of Project Control Managers and schedulers Oversee integration of: cost control (forecasting, earned value, EAC/ETC), scheduling (CPM, performance tracking, SPI), risk management (mitigation planning, contingency oversight) Provide portfolio-level visibility into project performance Partner with internal teams, EPC contractors, and stakeholders Ensure consistent standards, processes, and reporting quality Identify opportunities to improve project controls systems and execution Qualifications Proven experience managing teams (ideally including Project Controls Managers) Strong understanding of cost, schedule, and risk disciplines Experience supporting large capital projects ($500M+) Background in energy, EPC, infrastructure, or heavy construction Required Skills Primavera P6 and CPM scheduling Earned Value Management (CPI/SPI) Risk analysis tools (e.g., Monte Carlo simulations) ERP systems, Excel (advanced), and reporting tools (e.g., Power BI) Preferred Skills True leadership opportunity managing layers of project controls talent Exposure to large-scale, high-impact infrastructure projects Opportunity to influence how project controls is delivered across a portfolio Competitive compensation and comprehensive benefits package Pay range and compensation package Annual bonus: 15% Equal Opportunity Statement If you’re looking to step into a leadership role within project controls, or expand your impact beyond a single project, we’d welcome the opportunity to connect.
