Electronic Health Record Analyst II - Behavioral Health and Recovery Services (Open and Promotional)

Description San Mateo County Health is seeking well-qualified individuals for the position of Electronic Health Record Analyst I/II — Behavioral Health and Recovery Services (BHRS). The analyst will configure, build, and maintain Epic applications to support the County’s Behavioral Health and Recovery Services programs. Responsibilities include direct application support, user training, maintenance of behavioral‑health‑specific configurations, and security. The role also involves design, development, implementation, testing, updates, integrations, and maintenance of system configuration; evaluating user, system, and application needs; providing data analysis and technical assistance; and performing related duties as required. Epic certification in EpicCare Ambulatory is required at hire. The position prefers Epic Behavioral Health proficiency. The analyst serves as a bridge between BHRS clinical and operational leaders, recovery‑focused program staff, and the Health IT division, translating behavioral health care delivery workflows into EHR configuration and ensuring that Epic supports regulatory, clinical, and program demands specific to a county behavioral health system. This role is located in South San Francisco or San Mateo, CA, and requires travel throughout the county. It is currently hybrid, with both on‑site and remote work based on business need. The Ideal Candidate Will Possess Epic certification in EpicCare Ambulatory, preferably with Behavioral Health proficiency, and hands‑on configuration experience in a live production environment. Direct experience configuring and supporting a behavioral health build in Epic, preferably in a county, behavioral health department, or community mental health center. Working knowledge of behavioral health regulatory requirements, including 42 CFR Part 2 confidentiality protections, and related state and federal mandates. Experience working directly with operational leaders and program managers in a behavioral health environment, translating clinical priorities into system requirements. Knowledge of billing, charge capture, and revenue cycle workflows as they relate to behavioral health EHR configuration. Familiarity with the workflows, patient populations, and service models characteristic of behavioral health and recovery services, including crisis intervention, co‑occurring disorder treatment, and community‑based care coordination. Experience in lifecycle management from project initiation through implementation, training, and ongoing troubleshooting. Excellent customer service skills and the ability to build trust with frontline clinical staff, supervisors, and program leadership. Ability to document business and technical problems and identify requirements for both technical and non‑technical audiences. Strong written and verbal communication skills with internal and external stakeholders. Self‑starter who can work independently and as part of a team. Excellent time‑management skills and the ability to set priorities and meet deadlines. Experience working in a diverse environment, including staff who provide care to patients and clients. Adept at learning and applying newly acquired skills on the job. Duty Examples Serve as the primary EHR liaison for assigned BHRS programs, including outpatient mental health clinics, substance use disorder treatment programs, crisis services, and community‑based recovery support teams. Collect, analyze, and document clinical business operations and workflows unique to behavioral health settings. Meet with clinic and program operational leaders to assess EHR requests and translate needs into technical requirements. Configure and maintain Epic features, including screening tools, note templates, outcome measures, referral workflows, and clinical decision support tailored to behavioral health populations. Support compliance with behavioral health regulatory and documentation standards, such as 42 CFR Part 2. Support charge capture workflows for ambulatory behavioral health encounters. Identify, analyze, and recommend improvements to operational processes, system automation, and information flows. Serve as the first point of contact for BHRS staff and vendors on EHR‑related issues, troubleshooting problems and responding to inquiries. Perform analytical duties in the design, implementation, and maintenance of EHR information systems. Implement testing requirements, facilitate end‑user and hardware testing, and maintain test environments. Participate in the evaluation of new module releases and system upgrades with attention to behavioral health‑specific impacts. Respond to customer/user questions and recommend solutions as needed. Provide on‑site support during go‑lives and system upgrades at BHRS clinic and program sites. Keep trainers and end users abreast of new functionality and system changes. Analyze data conversion needs and ensure test scripts reflect proposed workflow solutions. Troubleshoot basic user or system problems; at the II level provide on‑call support on a rotating basis. Analyze new functionality in releases to identify impact and review and test changes. Participate in disaster recovery measures and ensure quality assurance processes, including change management and testing, are followed. Qualifications Education and Experience: Any combination of education and experience that provides the required knowledge, skills, and abilities. A typical path: two years of IT support experience in a healthcare operation setting, including at least six months of Epic user support experience. License/Certification: Epic Certification in EpicCare Ambulatory; maintain Epic training credentials through Epic’s Continuing Epic Education program. Knowledge Of: Electronic health record systems, specifically Epic software applications. Design, implementation, testing, update, and maintenance of system configuration and application tables. Clinical applications and regulatory standards across a wide range of functionalities. Customer service principles, policies, procedures, and business operations. Project management principles and methodologies. Skill/Ability To: Collaborate with multidisciplinary teams. Learn and retain knowledge of assigned applications. Troubleshoot application issues and system errors. Multi‑task complex assignments. Follow naming and security classification standards. Configure, implement, maintain, and evaluate Epic modules and platform. Design and execute testing processes. Create security classification templates. Communicate effectively, both orally and in writing. Prioritize and manage time efficiently. Lead meetings and resolve conflicts. Perform under pressure with tight deadlines. Become cross‑functional in one or more applications. Motivate key stakeholders. Travel outside the County for training. Benefits Health and wellness benefits.
