If you're a solutions-driven, passionate change-maker, come join us in positively impacting the lives of millions of people world-wide for a better future.JOB OVERVIEW:The Statewide Partnership Development Manager (SPDC) is responsible for building, strengthening, and coordinating cross-sector partnerships to support the statewide implementation of family support services across all 11 Regional Network Hubs (RNH). This role plays a critical function in aligning service providers, reducing duplication, and ensuring immigrant families have access to coordinated, culturally responsive support systems.The SPDC will lead partnership development with local and county governments, school districts, community-based organizations, healthcare and legal providers, and other key stakeholders. The role supports the development of referral pathways, facilitates cross-hub collaboration, and elevates best practices that enhance service coordination and align with CDSS priorities.Major Responsibilities:Statewide Partnership Development & Relationship ManagementBuild and maintain strong, trust-based partnerships with:Local and county government agenciesSchool districts and education systemsCommunity Health Workers/Promotores networksCommunity-based and ethnic community-based organizations (ECBOs)Healthcare, behavioral health, and legal service providersServe as a primary liaison between IRC, Regional Network Hubs, and external stakeholdersStrengthen and expand coalitions and cross-sector collaboration networks to support immigrant familiesReferral Pathways & Service CoordinationSupport development and implementation of standardized and regionally adapted referral systemsIdentify and address gaps in service delivery and access, particularly for high-need populationsPromote warm handoffs and coordinated care models across service providersContribute to the development and maintenance of a statewide resource and referral mapCross-Hub Collaboration & Systems AlignmentFacilitate communication and coordination across the 11 Regional Network HubsSupport regional and statewide convenings, learning sessions, and partnership meetingsEnsure alignment between partners, reducing duplication and strengthening system efficiencyShare best practices and lessons learned across regions to support continuous improvementCommunity Engagement & OutreachPromote awareness of Regional Network Hub services among:Community stakeholdersService providersCoalition networksSupport culturally and linguistically appropriate community engagement strategiesElevate community voice and feedback through engagement with CHW/Ps, CABs, and partnersTechnical Assistance & Capacity BuildingProvide training and guidance to Family Support Specialists and partners on:Partnership development strategiesEffective referral systemsCross-sector collaborationSupport onboarding of new partners and strengthen capacity of existing networksCollaborate with program and technical teams to ensure consistent partnership practices statewideStrategic Analysis & Continuous ImprovementAnalyze partnership networks to identify:Service gapsDuplication of effortsOpportunities for improved coordinationElevate best practices in partnership building and coalition managementSupport data-informed decision-making in collaboration with MEAL and program teamsJob Requirements:EducationBachelor’s degree required in Public Administration, Social Work, International Development, Community Development, or a related fieldMaster’s degree preferred in a relevant field (e.g., Public Policy, Nonprofit Leadership, or similar)Equivalent combination of education and experience may be consideredExperienceMinimum 5–7 years of experience in partnership development, coalition building, or community engagement within nonprofit, public sector, or social services environmentsDemonstrated experience working with cross-sector partnerships, including government, healthcare, education, and community-based organizationsExperience working with immigrant, refugee, or vulnerable populations strongly preferredProven experience supporting multi-partner or multi-site initiatives, ideally at a regional or statewide levelExperience developing or managing referral networks and coordinated service systemsExperience facilitating stakeholder meetings, environment, consisting of a combination of standard office-based work, remote/virtual work, and regular field engagement across the service delivery area to effectively oversee program implementation and partner coordinationRequires semi-frequent travel throughout the State of California, including visits to Regional Network Hubs, subgrantee sites, and partner organizations to support the cultivation, strengthening, and optimization of partnerships.Involves participation in in-person and virtual meetings, convenings, and site visits, including statewide coordination meetings and cross-sector stakeholder engagementsCompensation: (Pay Range: $91,455.87 - $102,745.00). Ranges are based on various factors including the labor market, job type, internal equity, and budget.
