Senior Business Analyst

The primary work location(s) will be at William B. Travis State Building, 1701 North Congress Avenue, Austin, Texas 78701 . The working position is Hybrid - On Site and Telework This position will perform advanced, senior-level business analysis work. The business analyst serves as the conduit between the program/customer community and the software development team through which requirements flow. This BA will be involved at some level throughout the entire software development life cycle. Upon establishment of the requirements baseline, the focus is shifted towards the management of the requirements specification and verifying the fulfillment of all requirements, including requirements for enhancements post-implementation. Essential Functions 1 - Elicitation & Analysis - Analyzes user needs, business processes, pain points, and computer system capabilities to automate or improve existing systems. Elicits requirements using joint application development (JAD), interviews, document analysis, surveys, use cases, competitive product analysis, and workflow analysis. 2 - Requirements Writing & Visual Output Transforms information from elicitation sessions into business and functional requirements, use cases, user stories, software requirements specifications documents, wireframes, and mockups. Uses standard templates and simple, unambiguous, and concise natural language. 3 - BA Best Practices & Mentorship Acts as a mentor to peers and colleagues in disseminating best practices and proactively seeks out training opportunities. 4 - Using TEA Tools Effectively Uses TEA tools, such as Jira and Modern Requirements, to manage the change control process, participate in the SDLC, and track and communicate requirements status. CANDIDATE SKILLS AND QUALIFICATIONS Minimum Requirements: Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity. 8 Required Experience eliciting requirements from interviews with customers and creating well-written system requirements 8 Required Experience with software development life cycles (SDLCs) 8 Required Business process re-engineering and software process flow improvement experience 8 Required Experience developing user stories and use cases that conform to business analysis best practices 8 Required Experience designing mockups and/or wireframes that conform to UX best practices 5 Required Demonstrated strong communication and facilitation skills 5 Required Demonstrated strong writing and organization skills 4 Preferred Documented experience working for or closely with TEA OR a federal/state/local education agency OR ed vendor 2 Preferred Documented work experience with the issue tracking software "Atlassian Jira" 2 Preferred Documented work experience with the requirements management software "Modern Requirements" III.
