Management and Program Analyst

Summary

The mission of the Office of Commercial Space Transportation is to oversee and enable the safest commercial space transportation system in the world during commercial launch or reentry activities, while being committed to propelling commercial space transportation safety into the future. The incumbent is a recognized subject matter expert in a specialized area and provides leadership for highly complex and challenging activities under the minimal direction of a manager or executive.

Help

Serves as Management and Program Analyst and may act as a principal specialist to develop new and innovative approaches, methodologies, and/or techniques or as a team leader to define and direct challenging projects/programs/activities. Applies experience and expert knowledge that are applicable to his or her discipline to conduct functional activities for projects/programs that often require the development of new and innovative approaches. Identifies and resolves challenging problems or issues that often cross-organizational boundaries and impact on the accomplishment of strategic objectives.

Typical assignments include: conducts organizational evaluations and special studies; tracks and analyzes data to ensure compliance with policies and procedures; provides guidance to less experienced professionals; designs and

recommends solutions to complex problems and improvements to systems and processes to improve operational efficiency; assesses effectiveness of programs, policies, and procedures for effective and efficient use of resources and/or customer satisfaction with products and services; collects and analyzes pre-evaluation and on-site data. Searches and analyzes a variety of materials; coordinates background information; prepares and reviews management reports and/or contractual documents for senior management presentations or to use in response to inquiries or to clarify issues.

Applies knowledge of FAA's policies and objectives to identify, define, and organize resources for large projects/programs/work activities. Plans, schedules and conducts analyses/studies of proposed program plans for accomplishing program activities. Determines from a programmatic perspective the viability, consistency and accuracy of plans and projections and conducts reviews to determine resource levels required to accomplish programs in a sound and efficient manner. Provides supporting rationale on the establishment or clarification of objectives. Ensures that plans are consistent with program guidance.

Conducts analyses in the review and evaluation of program activities. These analyses are conducted to ensure proper program integration and conformance to policy, completeness, and adequacy of operations in meeting goals and objectives. Prepares recommendations based on such reviews, and discusses recommended courses of action with program managers to resolve major problem areas. These recommendations include but are not limited to financial, programmatic interfaces, and impact of not meeting goals and objectives.

Reviews and analyzes draft regulations, new policies, operating instructions, standard operating procedures, and directives referred to the group for comment. Based on this analysis, refers proposed issuance to appropriate group for review; and collects and integrates the various responses. Establishes and maintains a tracking system to assure that all draft issuances are reviewed, consolidated, and comments submitted in a timely manner.

Broad policies and objectives provide general guidance for addressing issues but often require the development of new approaches. Often asked to develop new policies, procedures, and approaches that take into consideration FAA policies, Government-wide rules and regulations, and external concerns. May create new solutions and policy interpretations, as situations require.

Develops recommendations based on management studies and surveys, and discusses recommended courses of action with program managers to resolve problem areas. Reviews and analyzes new and proposed regulations to determine impact on program operations and management. Responsibilities may involve providing advice and support to management personnel for best utilization and reprogramming of resources, conducting cost versus benefits analyses, developing/maintaining financial tracking systems, monitoring expenditures and developing quarterly/annual/interim reports as required.

Qualifications

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE STATEMENT:

Experience collecting and analyzing data to evaluate the effectiveness of administrative and management programs

Experience ensuring compliance to processes, procedures and program operations

Experience leading teams and initiatives within an organization

Experience recommending changes as necessary intended for diverse audiences to include managers
