Human Resources Operations Manager

We are seeking a hands-on HR & People Operations Manager to anchor our US entity and own the full spectrum of HR operations while managing outsourced partners across Finance and Legal. This role requires native-level fluency in Mandarin and English, and genuine comfort navigating both Chinese and Western corporate cultures. You will serve as the primary HR lead for the US office, ensuring compliant, efficient, and people-centered operations while acting as the key bridge between our US office and global headquarters. Key Responsibilities HR & People Operations Own the full employee lifecycle: talent acquisition, onboarding, payroll coordination, benefits administration, performance support, and employee relations. Ensure HR compliance with US labor laws and cross-border regulations. Maintain HR documentation, policies, and workflows tailored for a fast-paced AI environment. Support culture-building, employee engagement, and cross-cultural communication. Coordinate with outsourced finance providers on bookkeeping, payroll processing, tax filing, and financial reporting. Track expenses, support local budgeting, and ensure timely financial documentation. Monitor vendor performance and ensure SLA compliance. Liaise with external legal counsel on corporate filings, contract reviews, employment compliance, and risk management. Maintain local compliance and ensure alignment with HQ legal standards. Support contract execution and vendor documentation workflows. General Administration & Cross-Border Coordination Serve as the central point of contact for US office operations and cross-cultural communications. Bridge US teams with global headquarters to ensure alignment across HR, finance, and legal processes. Solve operational issues quickly and maintain smooth day-to-day execution. Qualifications Native-level written and spoken fluency in Mandarin and English. Demonstrated cross-cultural agility and experience working across Chinese and Western business environments. More than 5 years proven operational experience spanning HR, finance coordination, and basic legal compliance. Strong organizational skills, high autonomy, and ability to manage multiple priorities in a lean team. Experience in tech, AI, or global companies is a strong plus. #J-18808-Ljbffr
