Chief Financial Officer (On-Site Location)

Full Time Duval Office, Jacksonville, FL, US Pay: $110,000.00 per year Location: Jacksonville, FL 32210. On-site, 100% at corporate office. Summary Position: Officer of the corporation responsible for all financial and fiscal management aspects of Community Senior Services, Inc. (“CSS”) and Urban Jacksonville, Inc. (“UJI”) and related entities, reporting directly to CEO and Board. Provides leadership and coordination in administration, strategic planning, accounting, budgeting and compliance audits functions, overall responsibility for all financial activities. Qualifications / Requirements Master’s degree in Business and/or Accounting from an accredited college or university. Certified Public Accountant (CPA) licensed by the State of Florida and/or has a Certified Management Accountant (CMA) certification. Demonstrates sound judgement, ethical standards, exemplary leadership as Officer. Prefer at least five years of in-depth financial and reporting management experience in non‑profit entities with budgeted revenues of at least $10 million; experience with non‑profit audits is a plus. Excellent organizational, planning, verbal, written communication, and interpersonal skills. Knowledge of non‑profit accounting rules in accordance with U.S. Generally Accepted Accounting Principles (“U.S. GAAP”) and OMB Circular A‑133. Knowledge of computerized financial, accounting and management information reporting systems. Knowledge of federal and state regulations as they affect non‑profit entities. Ability to analyze complex financial data; prepare financial reports, statements, analyses, projections; handle multiple projects simultaneously. Strong supervisory and management skills. Essential Functions Achieve strategic results through the ongoing strategic planning process as an integral member of the executive leadership team. Provide strategic recommendations to CEO and Board based on financial analysis, projections, cost identification, allocation, revenue/expense analysis. Effectively and strategically manage assigned personnel to produce departmental deliverables and outcome measures. Oversee and coordinate long and short‑term budget planning and cost management aligned with mission and strategic goals. Oversee and coordinate all external and internal financial reporting in accordance with U.S. GAAP and OMB Circular A‑133. Ensure organization and related entities have adequate internal accounting controls and effective fraud prevention policies. Monitor and manage cash flow and investments to ensure adequate cash flow for organization and related entities. Monitor and manage all banking relationships and activity. Attend Board, Investment, and Audit Committee and sub‑committee meetings and report on financial results. Procure all business insurance policies while ensuring adequate risk coverage. Monitor operating results and operations of the Cathedral Residences and collaborate with outside management agent for the four HUD properties. Measurable Evaluation of Performance Effectively plan and coordinate all CPA audits for corporate and HUD entities so audits are timely and financial statements filed before deadlines. Provide complete, accurate, timely information to CPA firm for all IRS Annual Form 990, ensuring accuracy and compliance with deadlines. Plan and coordinate all annual CPA audits and prepare external statements and footnotes. Ensure administrative functions have effective internal controls; correct any deficiency immediately. Provide timely and accurate reporting of financial results to CEO, Audit Committee, and Board. Maintain long‑term financial health by keeping operating results within Board‑approved budgets, analyzing material variances (±3% or more), and addressing through corrective plans. Ensure adequate liquidity to support uninterrupted operations and no missed payroll or vendor payments due to cash flow issues. Provide multi‑year forecasts and scenario modeling to support sustainability, growth planning, and risk mitigation. Financial Stewardship & Sustainability Maintain long‑term financial health of CSS, UJI, and related entities by keeping operating results within Board‑approved budgets, analyzing variances, and addressing with corrective actions. Ensure adequate liquidity and cash reserves to support uninterrupted senior services operations with no missed payrolls or vendor payments. Provide multi‑year financial forecasts and scenario modeling to support organizational sustainability and growth planning. Budgeting & Financial Planning Facilitate the annual budgeting process for all departments, ensuring budgets are mission‑aligned, realistic, and approved by the Board on schedule. Monitor and report budget‑to‑actual performance monthly, providing actionable insights to the CEO and executive team. Support program leadership with financial analysis related to senior services funding streams to maximize program effectiveness and financial performance. Internal Controls & Financial Integrity Establish and continuously improve internal accounting controls and financial policies to safeguard assets. Address identified control deficiencies promptly with documented corrective actions and follow‑up verification. Ensure segregation of duties and sound financial practices appropriate for a nonprofit organization serving vulnerable senior populations. Working Conditions / Physical Requirements General business hours Monday through Friday, 8:30 a.m. – 5:30 p.m. Must be able to remain in a stationary position 50% of the time. Requires sitting at a computer for up to eight hours a day. Occasionally moves around office to access file cabinets or meet personnel. Frequently operates computer and office equipment, and communicates with personnel.
