Quality Assurance Specialist

The Quality Assurance Specialist at the Central Federal Lands Highway Division (CFLHD) is responsible for: implementation, monitoring, and maintenance of the CFLHD Project Delivery Quality Assurance (PDQA) Plan for the delivery of roadway construction projects and engineering services.

You will establish administrative methods to carry out the PDQA Plan to provide confidence that the projects designed and built and/or the engineering services rendered conform to sound engineering principles and meet the needs of our partners and the public.

You will work closely with the Quality Assurance Specialist and other staff to develop and maintain the CFLHD Project Quality Assurance Plan, and to recommend continuous improvements to the quality control and quality assurance processes and procedures. You will work with project managers, technical specialists, project engineers, partner agencies, engineering consultants, construction contractors, materials suppliers, and others to determine the compliance of the actual project delivery process with the CFLHD Quality Assurance Plan, and to determine and lead any required corrective actions or improvements. You will provide leadership and guidance to staff to ensure the final products meet quality assurance standards and the needs of our partners and the public.

You will participate on the Project Delivery Quality Board as an active member to execute quality control and quality assurance strategies and to promote quality initiatives, process improvements, and engineering solutions within CFLHD.

You will report to the Division level leadership on the reviews, recommending corrective actions for any problems identified with the project delivery process.

Independently initiate and perform reviews of the project delivery process (for both internal and external resources) to assure compliance with the CFLHD Project Quality Assurance Plan and identifies potential areas for improvement.

The ideal candidate is a seasoned mid-career professional with excellent communication skills and the ability to work well in a team environment. They will have practical experience in performing quality assurance and quality control activities on roadway projects. Experience in highway design projects from preliminary design stages through construction of the project is essential. The ideal candidate is passionate about Federal Land's mission and is keenly interested in the success of the organization.

This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only.

The position is approved for occasional telework and you are required to report to the office on a regular basis. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor, and if applicable, approval of additional officials.

To meet the minimum qualifications for this position, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

• Experience participating in or implementing project development quality assurance programs in order to meet operational and program objectives; AND
• Experience conducting quality assurance and quality control practices and leading process improvement activities; AND
• Experience with developing and evaluating roadway construction plans, specifications, and engineer's estimates (PS&Es) for conformance with established standards and experience assessing biddability/constructability of those documents.
