Technical Business AnalystThis is an onsite role for the Unemployment Insurance Benefits Modernization project at Iowa Workforce Development. The role requires consulting with executive-level stakeholders to define business needs or problems, with a focus on Project Management or Scrum Master experience. The candidate will be responsible to conduct interviews and group requirement sessions to define requirements, identify gaps and analyze process needs. The role involves coordinating with UI SMEs for testing efforts, preparing test cases as necessary, and documenting test results. The Business Analyst will work closely with a project manager and other UI SMEs, interacting daily with the project management and business analyst teams. The candidate will lead requirement and testing sessions, ensuring business needs are captured and system features comply with technical specifications. During data migration, this position will facilitate, analyze and document data validation. The candidate should have 5 years of experience in technology implementations, understanding software development lifecycle, eliciting and documenting business and technical requirements, testing system against test cases and technical specifications. Proficient in the use of MS Office, MS Visio, Jira and experience participating in vendor-managed solution development projects is required. The candidate should be proficient at communicating complex concepts to technical and non-technical staff at all levels of responsibility. The candidate should have experience in performing Unit Testing, Functional Testing, Usability Testing, System Testing, Regression Testing, System Integration Testing and User Acceptance Testing (UAT). Knowledge of business process analysis, techniques, design, and development, and working knowledge of file transfer protocols, web services and APIs is a must. The candidate should be skilled in developing and executing testing strategies, test plans, and test cases.
