JOB SUMMARY
The Director, Maternal Infant and Early Childhood Home Visiting Program, provides strategic, operational, fiscal, and data oversight to ensure successful grant implementation. The position is also responsible for partner and subcontractor performance, compliance, continuous quality improvement, and the collection, analysis, reporting, and use of program data to inform decision-making and measure impact. The Director oversees budgets, contracts, monitoring, and required funder reports in collaboration with internal teams and state liaisons; supervises assigned staff; and supports the development of proposals and other funding opportunities. The position also serves as a subject-matter expert on maternal and infant wellness, contributes to UWSA’s public policy and advocacy efforts, and collaborates with ReadyKidSA and community partners to strengthen coordinated systems and improve outcomes for children and families.
PRIMARY DUTIES AND RESPONSIBILITES
- Serve as lead staff for the planning, implementation, and continuous improvement of the Maternal, Infant and Early Childhood Home Visiting (MIECHV) Program, including budget oversight, subcontractor performance, data analysis, program and fiscal monitoring, policy and procedure development, and facilitation of partner and supervisor meetings t.
- Ensure staff and subgrantee staff meet all applicable contract requirements regarding professional development and background checks.
- Possess and share knowledge of MIECHV federal benchmarks and performance indicators and work to ensure that subgrantees are knowledgeable as well so that the collective can work together to meet all performance indicators and systems outcome measures.
- Manage, monitor, and ensure compliance with all applicable grant requirements including communication with state liaisons, subcontract management, data-system requirements, budget monitoring, and timely monthly, quarterly, and annual programmatic and fiscal reporting.
- Build and maintain relationships with community partners and establish a “Community of Practice” among subcontractors.
- Oversee contracts and agreements; maintain complete, accurate records; and prepare required programmatic and fiscal reports in accordance with grant, funder, and organizational requirements.
- Provide supervision, coaching, and performance management for staff assigned to MIECHV, including establishing clear expectations, supporting professional development, and ensuring accountability for grant deliverables.
- Use a collective impact approach and the Results Based Accountability framework to facilitate activities associated with the Initiative.
- Lead and support initiatives advancing UWSA collective efforts with internal and external stakeholders.
- Assist partners with achieving recruitment and service delivery targets; the planning and implementation of family engagement activities and encouraging and sustaining family enrollment and involvement in support programs.
- Work with staff and partner agencies/subcontractors in the design and development of stories, promotional information, presentations, and events to include but not be limited to brochures, pamphlets, newsletters, community events, and publicity promoting activities.
- Lead the coordination of onsite monitoring activities with partner agencies to ensure program fidelity, adherence to grant requirements, and continuous quality improvement.
- Coordinate and lead quarterly program reviews with internal staff to ensure full program compliance, including review of performance outcomes, data quality and integrity, and fiscal expenditures aligned with grant requirements.
- Oversee and ensure the timely preparation and submission of all required quarterly programmatic and fiscal reports to the State, ensuring accuracy, compliance, and alignment with approved performance measures and budgets.
- Identify and coordinate alongside MIECHV partners continuous improvement cycles.
- Work with United Way’s ReadyKidSA (RKSA) staff lead to support regular convenings of the RKSA Coalition for the purpose of aligning contributions, enhancing channels of communication between early childhood partners and building strategies for collaboration.
- Identify and assess prospective grant and funding opportunities aligned with organizational strategy and assigned initiatives, and present recommendations for consideration and approval.
- Serve as support to the organization's public policy/advocacy efforts as needed and participate in United Way’s staff policy team that works in tandem with United Ways of Texas.
- Monitor relevant changes to public policy issues that impact UWSA’s public policy agenda and seek opportunities to grow awareness of UWSA’s agenda.
- Serve as a Subject Matter Expert on infant and maternal wellness. This includes providing input and guidance on the development and implementation of Community Impact strategies and action plans related to these topics.
- Assist in educating and mobilizing individuals, associations, agencies, and institutions to increase community wide knowledge of and support MIECHV Programs, UWSA’s impact agenda; up to and including communication about the community impact work in campaign training, presentations, and marketing materials.

EDUCATION AND EXPERIENCE
- Bachelor’s degree – required / master’s degree – preferred in Business, Health & Human Services, Public Policy or other related field of study.
- Eight to ten years of experience in the human services field.
- Experience in program implementation helpful
- Experience in program evaluation
- Two years plus experience in public policy.
- Five years of experience in grant writing and/or management/implementation.
- Experience staffing a broad cross-section of volunteer leaders and/or non-profit partners.
- Strategic leadership of collective impact efforts.
- Experience in working effectively in multicultural environments.
- Strong relationships in the nonprofit, public and private sectors.

WORK ENVIRONMENT
- Normal nonprofit office environment with little exposure to dust, noise and extreme temperatures.
- Extended work on personal computing equipment, telephone, multi-functioning printer and calculator.
- Reliable transportation required, with the ability to travel to and from meetings, training sessions or other business-related events locally, routinely and around the state and nationally, occasionally.
- Monday-Friday, 8:15 am to 4:45 pm work week with occasional evening and weekend hours.
