No out-of-class experience or holds are allowed for this examination. Los Angeles County Board of Supervisors has declared a local state of emergency for homelessness. The County is working to revise and expand its response to help all who are affected. We are looking for qualified and passionate individuals to help address issues like housing, mental health, and substance use. Office of Diversion and Reentry seeks qualified candidates to fill emergency Staff Analyst, Health Services vacancies related to the homelessness crisis. Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment. Before your initial work period ends, you will be assessed on your work performance. Those who successfully pass the assessment will be considered for permanent appointment as Staff Analyst, Health Services. ABOUT LOS ANGELES COUNTY DEPARTMENT OF HEALTH SERVICES: Los Angeles County Department of Health Services (DHS) is the second‑largest municipal health system in the nation. Through a unified system of 23 health centers and four hospitals, and a network of community partner clinics, DHS provides direct care to over 500,000 patients annually and employs more than 23,000 staff.

DEFINITION:

Researches, analyzes, and makes recommendations regarding the use and deployment of resources and the implementation and refinement of operations and programs having department‑wide impact within the Department of Health Services.

CLASSIFICATION STANDARDS:

Positions allocate to this class are restricted to the Department of Health Services administration and are distinguished by their responsibility for serving as technical experts and consultants to management in major health service areas. They analyze and make recommendations for the effective use of resources and personnel, the implementation and improvement of programs and operations, and the refinement of management practices and policies having department‑wide impact. They also perform special assignments and projects as directed. Analyzes department services and makes recommendations on contracting‑out for such services, develops Requests for Proposals, receives and evaluates bids, selects vendors, and coordinates transition of County programs to private vendors. Researches and develops contracts with the private sector for the performance of major department‑wide functions and services. Negotiates with state or federal agencies to obtain grant funds and to justify and persuade grantor officials to permit the expenditure of funds for purposes contrary to an original grant. Represents the department in negotiations with the state covering various provisions of health service contracts. Ensures that recommended changes in department programs and resolutions to operational problems increase the efficiency and effectiveness of deliverable services. May act as a team leader of other analysts. Performs special assignments and projects, as directed.

MINIMUM REQUIREMENTS:

Option I: Four (4) years of experience in a staff capacity analyzing and making recommendations for the solution of problems of organization, program, procedure, budget or personnel. Option II: One (1) year of highly responsible administrative or staff experience at the level of the County of Los Angeles class of Assistant Staff Analyst, Health Services, or higher. You must meet one of the above requirements to be appointed to fill any vacancies related to this recruitment.

LICENSE:

A valid California Class C Driver's License or the ability to utilize an alternative method of transportation when needed to carry out job‑related essential functions.

PHYSICAL CLASS II – LIGHT:

This class includes administrative and clerical positions requiring a light physical effort that may include occasional light lifting to a 10‑pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved. #J-18808-Ljbffr County-of-Los-Angeles
