The Chief Medical Officer (CMO) provides strategic leadership, clinical vision, and operational direction for Multnomah County's Community Health Center (CHC). Grounded in a commitment to health equity, cultural humility, and anti-racism, the CMO oversees clinical programs and establishes policies that ensure patients and staff members feel welcomed, valued, and supported. The ideal candidate brings a proven track record of managing complex clinical programs, providing medical consultation across diverse provider groups, and partnering effectively with diverse communities living in poverty. A dedicated culture-builder, the CMO fosters an environment of trust, respect, and strict adherence to workplace equity standards. - Strategic Oversight & Executive Leadership: Leads the organization's mission initiatives by providing overarching strategic direction, evaluation, and support to the Health Center's ClinicalLeaders.
- Integrated Clinical Excellence: Provide clinical leadership across the Community Health Center's Medical leadership. Leads the Senior Leadership Community of practice with Medical, Dental, Pharmacy, and Mental Health Directors championing a fully integrated approach to patient care. Serve as the primary leader for clinical quality, healthcare operations, and patient experience within the Health Center.
- Stakeholder Engagement: Partner with local organizations to improve CHC programs and services. Build strong relationships with key stakeholders to articulate Integrated Clinical Services' (ICS) impact in the region, ensure equitable access to care, and demonstrate ICS's value to both payers and patients.
- Health Equity & Inclusion: Drive the advancement of equity and inclusion across clinical operations. Model and enforce expectations for interrupting bias and enhancing cultural responsiveness, ensuring that supervision, staff evaluations, and training reinforce critical self-learning and the reduction of implicit bias in medicine.
- Innovation & Strategic Growth: Collaborate with the executive leadership team to analyze emerging healthcare and market trends. Identify innovative processes and strategic opportunities for programmatic, technological, and financial growth. Ensures the program is well positioned to align with payor contracts and community needs.
- Market Leadership & Operational Capacity: Maximize service delivery effectiveness and capacity by capitalizing on ICS's role as Oregon's leading Community Health Center (CHC) and a champion for health equity and sustainability.
- Regulatory Compliance: Ensure full adherence to clinical practice rules, regulations, andstandards, including the credentialing and privileging of Licensed Independent Practitioners (LIPs).
- Quality Assurance & Auditing: Participate in developing quality assurance plans; establish audit criteria, conduct regular clinical audits, and evaluate outcomes to drive continuous improvement.
- Incident & Risk Management: Oversee the evaluation, resolution, and ongoing monitoring of untoward clinical events, medication errors, and safety incidents in collaboration with theQuality team.
- Patient Feedback & Resolution: Address and evaluate client complaints regarding quality of care, implementing corrective actions to elevate patient satisfaction and safety.
- Quality & Operations: Lead continuous quality improvement (QI) initiatives, utilization reviews, and best clinical practice implementations to ensure high-quality care, optimal productivity, and a collaborative team environment.
- Data Analytics: Develop, track, and present key performance indicators (KPIs) and departmental dashboards. Disaggregate data by race, ethnicity, and language to identify care disparities, implementing targeted QI interventions to eliminate gaps.
- Equity-Centered Care Delivery: Design inclusive care delivery pathways that honor the diverse lived experiences of patients, ensuring equitable access to high-quality, affordable healthcare.
- Strategic Leadership & Collaboration: Partner with the Operations Director and the Senior Leadership team to integrate clinical expertise and adopt innovative care models. Support the development and management of annual budgets and lead cost-control initiatives.
Education/Training:
- Current State of Oregon medical licensure (MD, DO, or NP) required.
- Certification by the American Board of Medical Specialties or related board in the area of licensure required.
- Possession of, or ability to obtain, an appropriate and valid license to practice medicine in the State of Oregon and ability to obtain credentialing approval
- CPR certification required.
- DEA certification required.
- At least 5 plus years of experience practicing in a primary care clinical setting, preferably an FQHC or community health center
- Prior experience in a leadership role directly supervising clinical staff
- Project Management experience
- Experience developing programs for Refugees and Immigrant communities
- Patient Centered Medical Home (PCMH) Model environment.
- Demonstrated knowledge of the principles, practices and procedures of general medicine and surgery
- Demonstrated knowledge of methods and techniques of diagnosing and treating a variety of diseases and injuries
- Demonstrated knowledge of healthcare analytics and finance including state and federal payor models such as value based care models.
- Ability to effectively screen and gather required information in a professional, culturally competent and customer service oriented manner
- Ability to motivate staff and clients through discussion and persuasion
- Ability to communicate clearly and concisely, both orally and in writing
- Ability to establish and maintain cooperative working relationships with those contacted in the course of work
- Ability to be flexible and manage multiple priorities
- Ability to maintain composure and work objectively with clients who may be hostile or verbally abusive
- Skill to establish and maintain cooperative working relationships

- Familiarity with current evidence-based public health and preventive medicine practices
- Thorough knowledge of and skill to interpret and apply pertinent Federal, State and Local laws, codes, and regulations governing the practice of medicine, providers and acupuncture
