Construction Engineering Director

Role Summary
We are seeking an energetic, loyal, and collaborative Licensed Professional Engineer to lead construction management, project engineering, and inspection services. This role covers a diverse portfolio, including highways, bridges, drainage, wastewater, and utility management for both public and private clients. The primary objective is to ensure all construction meets design intent and contract guidelines without sacrificing quality.
Key Responsibilities
Project & Scope Management
Compliance: Oversee construction on multiple sites to ensure work aligns with CAPTEC’S scope and ethical engineering standards.
Change Management: Identify services requested outside of the approved scope and generate Change Orders or Additional Services requests.
Financial Oversight: Review contractor pay applications to verify that field progress matches payment requests; prepare project budgets and schedules.
Technical Oversight & Quality Control
Constructability: Perform Quality Control checks to assess the constructability of designs for the engineering and technical teams.
Reporting: Write field reports, correspondence, and shop drawing reviews; handle permit reviews to facilitate project certification.
Administration: Prepare quantity takeoffs, cost estimates, bid specifications, and technical contracts.
Leadership & Coordination
Supervision: Manage field staff and alert Project Managers to issues regarding jobsite safety, construction methods, or material substitutions.
Stakeholder Relations: Attend meetings and maintain correspondence with clients, regulatory agencies, and utility companies.
Sub-Consultant Management: Coordinate surveyors, environmentalists, and geotechnical services as needed.
Required Qualifications
Licensure: Must be a licensed Professional Engineer (PE).
Experience: Minimum of five (5) years in construction management or inspection.
Mandatory FDOT Certifications:
CTQP Concrete Field Inspector Level I
CTQP Asphalt Roadway Level I & II
CTQP Earthwork Construction Inspection Level I & II
FDOT Intermediate or Advanced MOT
