Program Specialist

The Position With supervisor approval, incumbents may be eligible for intermittent remote work; however, they must physically reside within the Sacramento region or have the ability to regularly report to a City of Sacramento physical worksite with little notice. The Community Development Department, Code Compliance Division, seeks a knowledgeable and highly motivated Program Specialist to implement and manage the City’s Tenant Protection Program, established by City Council in 2019. The program aims to protect renters from excessive rent increases and unjust evictions. Key Responsibilities Evaluate and enhance administrative policies and procedures for the Tenant Protection and Rental Housing Programs Supervise personnel who support the Rental Registry, Rental Housing Inspection Program, and program hearings Develop and manage the Tenant Protection Rental Registry database Collaborate with internal and external departments regarding program coordination Facilitate outreach meetings with landlord and tenant stakeholders Track and analyze legislation related to landlord/tenant issues and prepare statistics, reports, and data regarding findings Plan, coordinate, and administer projects or programs with department or Citywide impact; supervise, train, and evaluate professional, technical, and clerical staff Interpret new policies and develop new or amended programs as needed; monitor program objectives for compliance Conduct studies, surveys, and research; prepare recommendations; monitor and evaluate program effectiveness and outcomes Review grant opportunities; compile and analyze information for grant preparation; negotiate terms; monitor and report on grants Identify program or system enhancements; select and coordinate installation of new and revised programs and systems Provide exceptional customer service; perform related duties as required Qualifications Knowledge of: Public administration and governmental finance, budgeting, and accounting Procurement methods Research techniques, methods, and procedures Modern office management practices Program management and administration principles Technical report writing Analysis methods Supervision practices Skill in: Managing multiple tasks and deadlines Customer service and problem solving Computer applications and software Ability to: Effectively plan, develop, and implement a comprehensive program with a broad scope and high complexity Supervise and direct professional, technical, and clerical staff Analyze fiscal problems and make policy recommendations Make presentations to public officials, committees, and outside agencies Establish and maintain effective working relationships with employees and the public Prepare technical and analytic reports Communicate effectively, orally and in writing Make program or project changes based on analysis of results or new legislation Meet multiple deadlines Experience and Education Four years of progressively responsible professional-level administrative experience. Minimum requirement: Bachelor’s Degree from an accredited four‑year college or university, major coursework in business or public administration or a closely related field. Desired experience in a governmental jurisdiction. Additional qualifying experience may substitute for education on a year-for-year basis. Proof of education, such as transcripts or degrees, may be required at time of appointment.
