VP, Regulatory Counsel

Role Purpose To ensure that the financial services regulation activities are conducted in compliance with applicable laws and regulations, and to help the bank manage legal and regulatory risks associated with these activities. Key Responsibilities Development and implementation of best practice legal strategies for risk management and compliance. Legal advice and support to the business on regulatory affairs, including regulatory compliance, risk management, and transactional matters. Provide subject matter support in the Legal department’s representation of the bank in legal proceedings related to regulatory matters, such as litigation, arbitration, and regulatory investigations. Review relevant legislation and regulation and create and review legal documents to ensure compliance with applicable laws and regulations. Conduct legal research and analysis to stay up to date on changes in laws and regulations that may impact the bank's operations. Develop and deliver training programmes to educate employees on applicable legal and regulatory requirements related to the bank's operations. Proactively identify, communicate, and provide legal advice on applicable laws, rules and regulations (LRRs). Keep up to date with changes to LRRs in the relevant coverage area and ensure that LRRs are effectively allocated to, and adequately reflected within, the relevant policies, standards and controls. Plan resources, budgets, and policies; manage and maintain policies/processes; deliver continuous improvements and report breaches of policies/procedures. Lead specialists to influence the operations of a department, balance short and long‑term goals, and ensure budgets and schedules meet corporate requirements. As an individual contributor, act as a subject matter expert, guide technical direction, lead multi‑year assignments, and coach less experienced specialists. Advise key stakeholders, including functional leadership and senior management, on functional and cross‑functional areas of impact and alignment. Manage and mitigate risks, strengthen controls, and demonstrate comprehensive understanding of organisational functions to achieve business goals. Collaborate with other areas, stay aligned with business strategy, and create solutions based on analytical thought. Build and maintain partnering relationships with internal and external stakeholders using influencing and negotiating skills. Qualifications Experience with U.S. bank regulatory prudential rules, including Reg Y and Reg W. Experience with U.S. broker‑dealer regulatory issues, including financial responsibilities rules (15c3‑3 and 15c3‑1). Genuine curiosity and enthusiasm for digital asset‑related matters. New York law license. Experience with custody, especially in the prime brokerage space. Strong legal research and analytical skills with respect to regulation. Self‑motivation, the ability to drive for results, and a track record of setting and achieving goals. Experience assessing legal and regulatory risk under time‑pressured and sensitive situations. Strong attention to detail and sound independent judgement. Eagerness to learn and ability to work collaboratively. Location & Compensation This role is located in New York.
