Position Overview

The Department of Innovation & Technology (DoIT) is seeking to hire qualified candidates with the opportunity to work in a dynamic, creative thinking, problem solving environment. This position serves as the Employee Screening Administrator for the Department, organizing, planning, executing, controlling and evaluating DoIT’s Background Check and Security Badging Programs. In this role you will coordinate the pre-employment/pre-screening of all DoIT employees, contractors, consultants, volunteers, interns and vendors. In addition, you will implement procedures to ensure appropriate background checks are completed for each DoIT employee based on specific position responsibilities and perform the full range of highly responsible and confidential duties relating to all security identification badge functions. Essential Functions
- Under direction, serves as the Employee Screening Administrator for the Department of Innovation & Technology (DoIT), organizing, planning, implementing, and evaluating DoIT’s background screening and security identification badging operations, including monitoring and verifying compliance with state, federal, and contractual requirements.
- Implements procedures and verifies appropriate background checks are completed based on position responsibilities and maintains accurate recordkeeping and audit readiness, including retrieving, reviewing, and interpreting background results using CHIRP and other similar background-result retrieval databases.
- Performs the full range of highly responsible and confidential duties relating to all security identification badge and background screening functions, including administering badge operations using the Velocity System or comparable access control platform.
- Collaborates with management on the integration of program function activities to resolve administrative problems and identify opportunities for process and program improvements, including participating as a member of DoIT’s Background Nexus Review Committee, contributing to review, analysis, and decision-making processes.
- Serves as liaison with internal partners and external agencies to coordinate activities related to background screening, workflow development, and access compliance, including collaborating with DoIT People Operations and client agency liaisons to coordinate, facilitate, and verify appropriate completion of required background checks for staff, interns, vendors, and contractors.
- Keeps abreast of new developments in the background check field by continuing education through online training platforms, attending meetings, training sessions, seminars and conferences to increase familiarity with and maintain current on products, vendors, techniques and procedures.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to four (4) years of college, preferably with coursework in business or public administration.
- Requires one (1) year of responsible administrative experience in a public or business organization.
Specialized Skills
- Requires two (2) years of professional experience managing a comprehensive background check program for a government, regulated, or security sensitive environment, including organizing, planning, implementing, and evaluating background screening and compliance operations in alignment with state, federal, and contractual requirements.
- Requires two (2) years of professional experience coordinating background screening processes, including nationwide 10 print–based fingerprint checks, Criminal Justice Information Services (CJIS) checks, and Federal Tax Information (FTI) screenings.
- Requires two (2) years of professional experience administering security identification badge processes using the Velocity system or a comparable access control platform and utilizing background result retrieval databases such as CHIRP or similar systems to retrieve, review, and interpret screening data, ensuring compliance with applicable security policies, access standards, and audit requirements.
Preferred Qualifications
- Two (2) years of professional experience managing a comprehensive background check program for a government, regulated, or security sensitive environment, including organizing, planning, implementing, and evaluating background screening and compliance operations in alignment with state, federal, and contractual requirements.
- Two (2) years of professional experience coordinating background screening processes, including nationwide 10 print–based fingerprint checks, Criminal Justice Information Services (CJIS), and Federal Tax Information (FTI) screenings.
- Two (2) years of professional experience administering security identification badge processes using the Velocity system or a comparable access control platform and utilizing background result retrieval databases such as CHIRP or similar systems to retrieve, review, and interpret screening data, ensuring compliance with applicable security policies, access standards, and audit requirements.
- One (1) year of professional experience preparing detailed and confidential reports, metrics, and data summaries related to background screening, identity management, and access control programs.
- One (1) year of professional experience reviewing, interpreting, and analyzing confidential investigative findings or background-screening-related results to support decisions consistent with applicable regulations, security standards, and agency policies.
- One (1) year of professional experience managing multiple concurrent priorities and confidential workflows, exercising discretion, maintaining strict confidentiality, and applying sound judgment in alignment with policy, security standards, and audit expectations.
- Ability to analyze complex administrative and operational challenges, identify root causes, and recommend strategic result-driven solutions that enhance operational efficiency and organizational effectiveness.
- Developed verbal and written communication skills to convey complex background-screening or badging policies, compliance requirements, and procedures clearly and effectively to diverse stakeholders, including executives, managers, staff, and external auditors.
- Demonstrated interpersonal skills with the ability to establish and maintain cooperative working relationships with staff, managers, executives, and external stakeholders, fostering collaboration in resolving sensitive issues.

Medium work involves lifting no more than 50 pounds at a time with frequent lifting or carrying of objects weighing up to 25 pounds.
- Requires the ability to gain and maintain (upon hire) an active and valid Law Enforcement Agencies Data System (LEADS) professional certification in accordance with state and/or federal regulations. Failure to gain and maintain the required certification may result in termination of employment.
