Payroll Supervisor

The Payroll Supervisor will play a critical role in ensuring accurate, compliant, and efficient payroll operations while supporting a diverse employee population, including domestic and foreign national employees. The Payroll Supervisor is responsible for overseeing the daily operations of the payroll function, ensuring the accurate and timely processing of payroll for salaried and hourly employees, as well as scholarship recipients receiving stipend-based payments. This leadership role manages payroll staff, maintains compliance with federal, state, and local regulations, and drives continuous process improvement within payroll operations. The ideal candidate will possess strong technical payroll expertise, experience leading payroll teams, and the ability to navigate complex payroll and tax scenarios, including foreign national payroll administration. Key Responsibilities Supervise and manage payroll team members, providing coaching, training, mentorship, and performance feedback. Oversee the end-to-end payroll process for all employees and stipend recipients, ensuring accuracy and timeliness. Ensure compliance with all federal, state, and local payroll regulations, tax requirements, and reporting obligations. Review and validate payroll data, including timekeeping records, salary changes, benefits deductions, tax elections, and other payroll-related transactions. Maintain payroll system integrity and ensure accurate employee payroll records. Partner closely with Human Resources, Finance, Benefits, and other internal stakeholders to resolve payroll-related issues and answer employee questions. Conduct regular payroll audits and reconciliations to ensure compliance and data accuracy. Prepare payroll reports, metrics, and analyses for leadership and management teams. Monitor payroll legislation, regulatory updates, and industry best practices to drive continuous improvement. Manage payroll and tax compliance for foreign national employees and non-employees, including individuals subject to specialized tax regulations. Administer and maintain the Glacier tax compliance system, including treaty applications, tax residency determinations, document collection, and ongoing maintenance. Oversee year-end and periodic foreign national tax filings and reporting requirements, including Forms 1042 and 1042-S, partnering with internal teams and external service providers as needed. Support the development, documentation, and implementation of payroll policies, procedures, and process improvements. Identify opportunities to enhance efficiency, scalability, and compliance across payroll operations. Qualifications Required Skills & Experience Associate's degree in Accounting, Finance, Business Administration, or a related field. 5+ years of progressive payroll experience. Minimum 3 years of payroll management or supervisory experience. Strong knowledge of payroll laws, regulations, tax requirements, and payroll best practices. Advanced proficiency with payroll systems such as Workday, UKG, or similar platforms. Advanced Microsoft Office skills, particularly Microsoft Excel. Demonstrated ability to manage multiple priorities and meet deadlines in a fast-paced environment. Strong analytical, organizational, and problem-solving skills. Ability to proactively expand knowledge and develop expertise beyond the current team scope. Excellent communication and collaboration skills. Preferred Qualifications Bachelor's degree in Accounting, Finance, Business Administration, or a related field. Certified Payroll Professional (CPP) certification. Experience supporting multi-state payroll operations. Familiarity with international payroll practices. Experience administering Glacier and managing foreign national payroll tax compliance.
