Job Description and Duties The CalPERS Legal Office seeks a Manager II to lead the Administration Section, supporting the Legal Office, EEO, and Investigations. The incumbent will manage and direct the operations of the Administrative Section through subordinate leaders, with full responsibility for planning, organization, management, and direction of overall administration of the Legal and Administrative Support Services Section, including one Information Technology Specialist I position. Administrative oversight responsibilities include budgets, personnel, contracts, attorney assistant support, paralegal functions, policy and compliance, special projects, performance measurement, Board Agenda Items, and administrative and technology-related projects. The position serves as a member of the Legal Office’s leadership team to plan, develop, and accomplish effective organizational planning. Responsibilities Develop and implement operational plans for the Administration Section. Manage budget, personnel, and contract administration. Ensure compliance with applicable policies, procedures, and regulations. Oversee paralegal services, attorney assistance, and information technology support. Coordinate special projects and performance measurement activities. Represent the Legal Office at Board meetings and prepare agenda items. Qualifications Applicants must demonstrate the following: Extensive experience in legal or administrative management within a public or private organization. Strong leadership and team development skills. Proficiency in budgeting, contracting, procurement, and human resources management. Ability to manage multiple high‑volume projects with competing priorities and strict deadlines. Excellent communication, analytical, and problem‑solving abilities. Minimum Qualifications All experience and education relating to the Minimum Qualifications listed on the Classification Specification must be included in the application package to clearly demonstrate how the applicant meets these requirements. Transcripts and degree evaluations must be provided for all relevant qualifications. Special Requirements Statement of Qualifications (SOQ): Applicants must submit a typed, titled “Statement of Qualifications” no longer than two pages. The SOQ must address the four questions below: Explain how your education, training, and experience make you an ideal candidate for this position. Describe your experience managing budgeting, contracting, procurement, and human resources services. Provide an example of a complex project or high‑volume workload you managed, detailing tracking, prioritization, and risk communication. Illustrate your leadership approach to holding staff accountable, coaching performance, and ensuring quality standards.
