Training Officer 3 – Curriculum Developer Job Location: 3550 N. Central Ave., Phoenix, AZ 85012 Salary: $29.3269 hourly / $60,999.9500 annual, Grade: 21, Closing Date: 7/12/2026 Job Summary The Training Officer 3 (Curriculum Designer) is responsible for developing, evaluating, and refining educational programs for employees and community stakeholders such as Foster Care and Kinship providers, to ensure they align with learning objectives, laws, policy, and best practices. This position collaborates with subject matter experts, educators, and stakeholders to create engaging and effective instructional materials, including facilitator guides, participant workbooks, assessments, and multimedia content. Job Duties Plans, develops, and writes curriculum; evaluates, audits, revises, and updates training for DCS employees, community providers, and caregiver licensing agencies required by federal and state law and DCS policy and procedures for new and revised content. Utilizes instructional design models along with curriculum-based knowledge to ensure the development of effective training materials. Uses training technology to develop and deliver classroom and distance learning products. Consults with training executive sponsors, requesters, and subject matter experts at all levels of the organization to identify training needs and ensure training meets stated objectives. Manages and gathers information from subject matter experts to create training; researches policies and procedures, legal requirements, agency programs, best methods and practices, and other information relating to assigned training projects. Collaborates with managers, trainers, and staff to create impactful training programs. Identifies and completes continuous learning to develop expertise in various subject areas to support initiatives effectively. Collaborates with subject matter experts, internal and external to the agency to implement training. Implements completed training curriculum, such as facilitator guides and participant workbooks, handbooks, manuals, training technology tools, and other course materials, ensuring course materials are available for launch, communicating with stakeholders, and providing support following course launch. Participates in pilot training activities, stays updated on new laws and social work practices, and adapts to ongoing technological changes in the state’s information system. Necessitates continuous learning and the ability to effectively communicate and troubleshoot throughout the training process. Assumes a role in the use of training technology for the agency, as required. Acts as a coach and resource to other instructional designers and trainers in the agency. Participates in and leads teams relating to instructional design and training. Creates and implements certification programs for training delivery and evaluation, as well as other relevant training areas. Provides coaching and mentoring to colleagues in training development and design, both informally and through formal certifications. Oversees administrative functions related to training projects, actively participates in various meetings and seminars, and prepares comprehensive reports and data analyses for administrative review. Will present findings and recommendations to management and staff across all organizational levels, while also assessing and evaluating training resources to enhance effectiveness and drive informed decision-making within the organization. Knowledge, Skills & Abilities (KSAs) Knowledge of Instructional systems design; evaluation; Distance learning (computer-based training, web-conference, Microsoft Teams, etc.) principles, practices, processes, and tools; Principles of adult learning; nature of the learning process; Trends in employee training; Customer service principles, practices, processes, and tools; Training strategy and methods; methods of conducting, evaluating and auditing training (Analysis Design Development Implementation Evaluation (ADDIE), Successive Approximation Model (SAM), or other training modules); Objectives (Bloom’s Taxonomy); Technology based applications (Articulate, Adobe Creative Cloud, Microsoft Suite, SharePoint); Transfer of learning methodologies and techniques; Skill in Instructional curriculum design; training delivery; distance learning development; training needs assessment; Training evaluations; Coaching; Analyzing, evaluating, developing, and improving training programs, materials, and curricula using the ADDIE Model or other curriculum-building models; Strong oral and written communication; Developing training in a way that engages the audience. Project management, customer service; problem solving; time management; leadership; Curriculum design software (Articulate, Adobe Cloud, Microsoft Suites); Interpersonal relationships in working with diverse groups; Accuracy and attention to detail; Ability to Develop curriculum using curriculum modules (such as ADDIE or SAM); Build effective training evaluations and surveys; Perform training needs assessment; Use training-related technologies including computer-based training authoring tools (such as Articulate) and web conference packages (Teams); Communicate with multiple diverse stakeholders at various levels; Provide detail oriented oral and written communication; Structure creative and engaging training aligned with adult learning techniques; Convey the concepts and respond to questions when asked; Manage multiple projects simultaneously; Develop expertise in various content areas and transfer knowledge into the curriculum; Review, understand, comply, and transfer knowledge of Federal and State laws, rules, regulations, and procedures, including Child Welfare-related laws, Department policies, and procedures. Selective Preference(s) Bachelor’s degree or higher in curriculum design, adult education, public administration, or other acceptable field from an accredited college or university. At least three years’ experience in instructional systems design. Pre-Employment Requirements Must be able to obtain and maintain a valid Arizona Department of Public Safety Level One Fingerprint Clearance Card. Must be able to secure and maintain clearance from the DCS Central Registry. Employees may be required to use their own transportation as well as maintain valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.
