Senior Business Analyst

We have an exciting opportunity for a Business Analyst to support a state agency in Austin, TX. This position will be responsible for leading business analysis, requirements management, quality assurance coordination, and release planning activities supporting the delivery of high-quality applications into production. The successful candidate will work closely with business stakeholders, product owners, developers, architects, quality assurance teams, and IT service management process owners to ensure business needs are accurately translated into technical solutions and successfully deployed. Responsibilities: Lead requirements gathering, analysis, validation, and documentation efforts for moderate to complex business solutions. Facilitate stakeholder meetings, workshops, interviews, Joint Application Design (JAD) sessions, and discovery activities to define business and functional requirements. Develop and maintain Business Requirements Documents (BRDs), Functional Requirements Documents (FRDs), use cases, process flows, user stories, and related project documentation. Collaborate with product owners, developers, architects, testers, and business stakeholders throughout the software development lifecycle. Support Agile/Scrum processes including backlog refinement, sprint planning, user story development, and release planning activities. Coordinate quality assurance activities across multiple Scrum teams to ensure production readiness and successful application releases. Lead User Acceptance Testing (UAT) planning, execution, defect triage, issue resolution, and business validation activities. Conduct business process analysis, gap analysis, impact assessments, and process improvement initiatives to support organizational objectives. Work closely with Change Management and IT Service Management teams to support release schedules, system deployments, and production implementations. Analyze system functionality, business workflows, and integration requirements to identify opportunities for process optimization and solution enhancements. Create and maintain data mapping documents, business rules, functional specifications, and process documentation. Support project planning, monitoring, risk identification, and status reporting activities. Assist with data validation and reporting efforts through SQL queries and database analysis. Collaborate with technical teams to troubleshoot system defects, integration issues, and production support concerns. Ensure compliance with standards, policies, procedures, and business requirements. Participate in system implementation, change management, and organizational readiness activities. Support enterprise integration initiatives involving APIs, service contracts, message flows, and MuleSoft services. Required Qualifications Bachelor’s degree in Business Administration, Information Systems, Computer Science, Engineering, or a related field, or equivalent work experience. 8+ years of experience in business analysis, requirements gathering, project planning, project monitoring, status reporting, and system implementation. Proven experience gathering, analyzing, documenting, and validating business and functional requirements for large-scale custom-developed applications. Extensive experience facilitating stakeholder workshops, interviews, JAD sessions, and business process reviews. Strong experience developing BRDs, FRDs, use cases, user stories, process maps, workflow diagrams, and related project documentation. Experience leading User Acceptance Testing (UAT), including test planning, execution, validation, and defect management. Experience performing change management, business process reengineering, impact analysis, and organizational readiness activities. Strong understanding of Agile development methodologies and Scrum practices. Experience working with enterprise Java-based application environments including Java, Angular, and Spring Boot. Ability to collaborate effectively with developers and architects to translate business requirements into technical solutions. Experience writing and validating SQL queries for data analysis, testing, and reporting purposes. Strong understanding of relational databases, Oracle database concepts, data models, and data mapping techniques. Experience supporting system integrations and working with APIs, service contracts, and enterprise messaging solutions. Strong analytical, problem-solving, documentation, and communication skills. Ability to communicate effectively with technical and non-technical stakeholders at all organizational levels. Preferred Qualifications Experience with MuleSoft Enterprise Service Bus (ESB) and API-led connectivity architectures. Knowledge of enterprise integration patterns, message flows, and troubleshooting integration-related issues. Experience supporting enterprise application releases and IT Service Management (ITSM) processes. Experience working closely with Change Management and Release Management teams. In-depth knowledge of Contract Letting processes, including project initiation, contract development, letting, and award activities. Familiarity with systems, business terminology, regulatory requirements, and compliance standards. Understanding of construction and maintenance project workflows, scheduling, funding, and project delivery processes. Experience supporting government, transportation, or public-sector organizations. Knowledge of software quality assurance processes and production deployment methodologies.
