Executive Director | Winooski Housing Authority & Chittenden Housing Corporation

Winooski, Vermont | $120,000–$150,000

The Winooski Housing Authority (WHA) and Chittenden Housing Corporation (CHC) are seeking an Executive Director to lead two closely connected organizations providing affordable housing and rental assistance in one of Vermont's most diverse communities.

Serving as chief executive of both organizations, the Executive Director will oversee approximately 384 housing units, 220 Housing Choice Vouchers, 18 FTE, and a combined annual budget of approximately $11 million. The role requires both operational strength and a forward-looking perspective, with responsibility for the strategic, financial, operational, and regulatory performance of WHA and CHC.

The next Executive Director will join the organizations at an important time. Priorities include expanding and preserving affordable housing; strengthening long-term financial sustainability; improving the resident experience; modernizing organizational systems and processes; and deepening relationships with municipalities, housing and service organizations, funders, and state and federal partners. The successful candidate will need to balance immediate operational needs with longer-term planning while keeping residents and the organizations' mission at the center of the work.

WHA and CHC are seeking an experienced, approachable leader who can navigate complexity, build strong relationships, listen to and learn from residents and staff, and lead through change and uncertainty. The successful candidate will bring substantial management experience, sound financial and organizational judgment, and the ability to work effectively with staff, residents, Boards, government agencies, and community partners.

There is no single path to success in this role. Candidates should bring at least seven years of progressively responsible leadership experience in affordable housing, housing administration, nonprofit management, community development, public administration, or another relevant field. Candidates with strong transferable leadership experience and a demonstrated ability to learn complex regulatory environments are encouraged to apply. Familiarity with HUD programs and experience with affordable housing development or asset stewardship are highly valued.

The position offers a salary of $120,000–$150,000, a 36-hour work week, comprehensive health and other insurance benefits, a generous employer-supported retirement plan, paid time off and holidays, relocation assistance, and the possibility of transitional housing. This is an in-person, Winooski-based position. There is no Winooski residency requirement, though a Vermont residency requirement is expected.
