Job Title Administrative Hearing Officer – Employment Security Commission (Appeals) Agency Employment Security Commission – Appeals Division, Oklahoma Compensation Annual Salary: $70,000.00 – $80,000.00 (based on education and experience) Employment Type & Location Full‑time, Monday – Friday, 8:00a.m. – 5:00p.m., Oklahoma City, OK Travel Applicants must be willing to fulfill intermittent, job‑related travel associated with the position. Essential Functions Conduct hearings and determine validity of claims in accordance with federal and state laws, including the Administrative Procedures Act, Unemployment Insurance Act, U.S. Department of Labor standards, and other relevant statutes. Determine issues to be resolved in appeals cases and take evidence in a logical sequence meeting all DOL quality and timeliness standards. Render binding decisions affirming or denying prior rulings based on testimony, claim records, and established precedent. Independently analyze findings of fact, establish findings on new evidence, and research case law to determine conclusions of law. Question witnesses, rule on objections, motions, and evidentiary admissibility; review documentary evidence; establish complete case records; afford due process. Prepare for appeal hearings; issue subpoenas; counsel parties; administer oath. Schedule hearings, direct docket, notify parties. Prepare final decision or direct preparation of transcripts; maintain records; transmit transcripts to appropriate parties. Analyze new laws, rules, regulations for impact on adjudicative process. Participate in required Division training regimen; follow safety and security protocols. Perform on‑site duties requiring interaction with staff, clients, and office resources. Knowledge, Skills, Competencies & Abilities Knowledge of laws, rules, regulations pertaining to assigned program; administrative hearing procedures; due process; evidence law; decision/report writing; complex record maintenance. Excellent verbal and written communication skills; ability to express ideas clearly and concisely. Ability to determine complex issues, make independent decisions, interpret liability, eligibility, qualification requirements; organize data; prepare written legal decisions. Establish and maintain effective working relationships; manage multiple projects; handle confidential work; follow oral and written instructions. Physical Demands Typical office setting with climate control; requires standing, walking, reaching, use of computer and phone; occasional lifting of objects up to 25pounds. Minimum Qualifications LevelII: Bachelor’s degree and 3 years of professional adjudicative or legal experience plus 1 year as an Administrative Hearing Officer, OR juris‑doctorate and 1 year as an Administrative Hearing Officer. LevelI: Bachelor’s degree and 3 years of adjudicative/legal experience, OR juris‑doctorate. Special Skills / Requirements / Preferences Proficiency in Microsoft Office (Word, Outlook, Excel, Access, Teams) and Internet usage; aptitude to learn additional software.
