FLSA Status : Full Time - exempt
Reports to: Divisional Secretary for Business
Schedule: 40 hours (exempt)
Supervises: Property Department
Rate of Pay : $92,700 - $120,000 depending on experience
Closing Date : 9/7/2026
Benefits : Standard; Full-Time, Exempt employees are eligible for but not limited to the following:

Function
The Divisional Property Director, under the direction of the Divisional Secretary for Business, provides strategic leadership and operational oversight for The Salvation Army's property portfolio throughout the Intermountain Division, including Colorado, Montana, Wyoming, and Utah. The position leads the Property Department and is responsible for the stewardship, maintenance, compliance, acquisition, disposition, development, and long-term sustainability of divisional real estate assets.
The Director coordinates capital, renovation, remodeling, construction, maintenance, and environmental projects; manages property-related contracts, approvals, records, budgets, vendors, and reporting; and works closely with field officers, program leaders, architects, contractors, Territorial Headquarters Property and Legal departments, and divisional leadership. The role ensures properties remain safe, functional, financially responsible, compliant, and aligned with mission and operational priorities.
Essential Duties and Responsibilities
- Leadership and Department Management
- Lead, train, and supervise Property Department, contracts, facilities, maintenance, custodial, mail, reception, and other assigned personnel; establish priorities and maintain responsive support for field units and Divisional Headquarters.
- Assign and oversee departmental projects, maintain an organized and capable staff, and ensure required reports, records, correspondence, and approvals are accurate, complete, and processed promptly.
- Collaborate closely with the Divisional Secretary for Business on property, contract, facilities, and special project matters; keep divisional leadership informed of significant trends, risks, code changes, compliance issues, and project developments.
- Support the overall effectiveness of Business Section departments and represent the Divisional Secretary for Business on related matters when directed.
- Property Portfolio and Transactions
- Provide leadership for the strategic management, stewardship, maintenance, compliance, development, acquisition, sale, lease, and disposition of divisional real estate assets.
- Serve as a primary property contact for Corps Officers, field units, Command Finance Council, divisional departments, local advisory property committees, and appropriate Territorial Headquarters departments.
- Assist with contracts and as assigned, lead purchases, sales, leases, property dispositions, tax-exempt applications, annual recertification of tax-exempt properties, and associated legal and approval processes.
- Maintain the divisional master property file system and ensure appropriate documents are retained in designated electronic and physical repositories.
- Capital Projects, Construction, and Maintenance
- Oversee divisional capital improvement, renovation, remodeling, construction, routine maintenance, planned maintenance, and deferred maintenance projects.
- Work with architects, engineers, contractors, project supervisors, and field representatives; review architectural drawings and scopes to confirm alignment with program and operational requirements.
- Attend construction and project meetings as necessary and perform owner representative duties for major projects.
- Monitor project schedules, expenditures, invoices, change orders, and budgets; review expenditures for accuracy and provide regular status reports to the Divisional Secretary for Business, Divisional Commander, field leadership, and other stakeholders as appropriate.
- Coordinate maintenance of Divisional Headquarters buildings, parking areas, mechanical systems, generators, security systems, keys, access cards, parking permits, and other assigned facilities operations.
- Manage general service contracts, including landscaping, snow removal, HVAC, elevators, electrical, plumbing, janitorial, painting, moving, locksmith, flooring, furniture, and related services.
- Contracts, Compliance, and Approvals
- Review property, construction, architectural, vendor, use, and other assigned contracts and agreements for completeness of scope, adequacy, required approvals, and compliance with Salvation Army policies.
- Coordinate legal review and contract issue resolution with Territorial Headquarters Property and Legal departments and other stakeholders.
- Ensure contractor and vendor qualifications, licenses, insurance, certifications, and other required documentation meet Salvation Army standards after engagement.
- Coordinate hazardous materials notifications and support compliance with applicable environmental, building, safety, regulatory, and risk-management requirements.
- Prepare complete and sequential contract and property project packages for Command Finance Council, Capital Funding Committee, and Territorial Headquarters review and approval; present items when assigned or in the absence of the Divisional Secretary for Business.
- Notify field personnel, vendors, contractors, and Territorial Headquarters contacts of project status, required actions, and approval outcomes.
- Systems, Vendors, and Communication
- Lead or administer the property and Grants & Contracts functions within TSAMM, including user support, workflow responsiveness, use agreements, agenda items, approvals, and records.
- Maintain and periodically review qualified vendor and contractor lists across the division, including specialty trades and emergency contacts.
- Provide field units with checklists, forms, and guidance needed to complete property submissions and maintain follow-through until documentation is complete.
- Prepare correspondence and periodic project summaries, including reports concerning capital work, maintenance, hazardous materials, environmental concerns, or other sensitive matters.
- Lead or participate in coordination meetings with Property, Program, Finance, Legal, and other departments to review pending submissions and divisional priorities.
- Perform other duties and special projects as assigned.
Minimum Qualifications
- Bachelor's degree in business, engineering, construction management, real estate, facilities management, or a related field, or an equivalent combination of education and directly related experience.
- At least five years of progressively responsible experience in property, facilities, construction, contracts, project management, or a related field; supervisory experience preferred.
- Master's degree in business or a related field preferred.
- Professional credentials as a licensed real estate professional, contractor, engineer, certified property manager, project manager, or facilities professional preferred.
- Valid in-state driver's license, acceptable motor vehicle record, and ability to meet organizational driving requirements.
- Successful completion of required background checks and Protect the Mission certification in accordance with Salvation Army policy.
Knowledge, Skills, and Abilities
- Commitment to the mission and religious purposes of The Salvation Army.
- Knowledge of real estate transactions, construction and maintenance processes, contracts, project budgets, capital planning, and property-related compliance requirements.
- Ability to read, analyze, and interpret property, legal, architectural, construction, financial, regulatory, and technical documents.
- Proven ability to lead employees, coordinate work over a broad geographic area, establish effective processes, and manage multiple competing priorities.
- Excellent project management, time management, organizational, planning, problem-solving, and follow-through skills.
- Excellent oral and written communication and the ability to present concise, accurate information to leadership, committees, boards, field personnel, vendors, regulators, and community representatives.
- Ability to define problems, collect and analyze information, establish facts, evaluate options, and draw sound conclusions.
- Ability to work independently with minimal supervision while maintaining strong collaborative relationships.
- Ability to maintain detailed, accurate, and confidential records and exercise discretion in complex business matters.
- Proficiency with Microsoft Office, integrated databases, electronic records systems, TSAMM, and the ability to learn new software.
Working Conditions and Physical Requirements
- Work is performed in office, field, construction, and property settings and may require travel throughout the division and attendance at offsite meetings.
- Ability to walk, stand, bend, squat, climb, kneel, twist, grasp, push, pull, reach overhead, and operate standard office equipment on an intermittent or continuous basis.
- Ability to access and produce information using a computer, communicate by telephone and electronic systems, and understand written information.
- Ability to lift and carry up to 25 pounds.
