Position Overview Title: Procurement Specialist II (NS) Position Number: 60037013 Grade: NC12 Location: Buncombe County, Black Mountain, NC Division: SEC Office – Contracts, Grants, Compliance Reporting To: DSOHF Facility Type Manager for Neuro‑Medical Treatment Centers and Developmental Centers Description of Work The Procurement Specialist II is responsible for all purchases made for Black Mountain Neuro‑Medical Treatment Center, ensuring compliance with all purchasing regulations and requirements for the Division of State Operated Healthcare Facilities (DSOHF). Job Responsibilities Supervise and manage one assigned procurement staff member. Review and approve all facility orders in the NC eProcurement System, ensuring required documentation is attached and commodity codes are correct. Coordinate with department heads and logistical managers to determine medical equipment, patient furniture, and office furniture needs. Analyze contract requirements and special provisions to ensure compliance with applicable laws, regulations, and unit procedures. Assist in developing, reviewing, and preparing contractual documents such as RFIs, RFQs, iRFPs, IFBs, RFPs, MOUs, MOAs, personal service agreements, and sole source agreements. Help business owners develop and clarify performance measures, deliverables, standards, and evaluation criteria. Review authorized requisitions and determine appropriate procedures for acquisition, coordination of purchase agreements, preparation of specifications, evaluation of bids and quotes, awarding, and invoicing reconciliation. Oversee Procurement Card Management, conduct internal audits, oversee required training, and ensure compliance with DHHS Procurement Card Policy and Manual. Handle high‑dollar volume purchase requirements for the facility. Preferred Skills and Qualifications Knowledge of accepted practices, principles, methods, and procedures of governmental or private sector purchasing. Knowledge of Division of Purchase and Contract Rules and DIT Procurement Rules. Technical expertise in writing effective IFBs, RFQs, RFPs, MOAs, MOUs, and other solicitation methods. Proficiency with Microsoft Word and Excel. Previous management experience. North Carolina Contract Manager Certification (required within first year of employment). Minimum Education and Experience Bachelor’s degree from an accredited institution and two years of procurement experience, or an equivalent combination of education and experience. Salary and Recruitment Salary Range: $47,703.00 – $83,479.00 Recruitment Range: $47,703.00 – $65,591.00 Commitments This position requires reporting for or staying over during adverse weather events.
