WPC Laboratory Supervisor / Pretreatment Coordinator City of North Kansas City, MO — Public Works, Water Pollution Control Division The City of North Kansas City is seeking an experienced environmental compliance professional to lead our Industrial Pretreatment Program and oversee Water Pollution Control laboratory operations. This is a hands‑on leadership role for someone who wants to protect public infrastructure, manage a skilled lab team, and serve as the City’s primary point of contact for industrial wastewater compliance. Salary: $62,442 – $87,422.40 What You’ll Do As Pretreatment Coordinator, you’ll administer the City’s EPA‑approved Industrial Pretreatment Program in full compliance with 40 CFR Part 403, Missouri Department of Natural Resources requirements, and local ordinances. You’ll maintain the City’s inventory of Significant and Categorical Industrial Users, issue and renew discharge permits, and conduct facility inspections to ensure compliance with pretreatment standards. You’ll coordinate industrial wastewater sampling—compliance monitoring, surcharge monitoring, and special investigations—and oversee laboratory analyses including BOD, Suspended Solids, and Fats, Oils, and Grease testing. When violations occur, you’ll lead enforcement response: notices of violation, compliance schedules, administrative orders, and enforcement conferences. This role also means building real relationships. You’ll work directly with industrial users, consultants, and regulatory agencies to promote compliance and pollution prevention, and you’ll represent the City in EPA and MDNR audits, inspections, and program reviews. You’ll prepare annual pretreatment reports, council materials, and budget recommendations, and contribute to local limits, sewer use ordinances, and program policy development. Leading the Lab As laboratory supervisor, you’ll plan, assign, and review the work of WPC lab staff. You’ll build schedules, train technicians on analytical methods and safety protocols, and run performance evaluations. Data integrity is core to this role—you’ll oversee quality assurance and quality control programs, laboratory accreditation, audits, and proficiency testing, ensuring every result is accurate and defensible. What You Bring A bachelor’s or associate’s degree in Environmental Science, Chemistry, Biology, Engineering, Wastewater Technology, or a related field is preferred—but we’ll also consider an equivalent combination of education, certifications, and hands‑on experience in wastewater treatment, pretreatment, or environmental compliance. You’ll need: A current Class A or B Wastewater Operator license (Missouri) A valid driver’s license Working knowledge of pretreatment regulations, wastewater treatment processes, and industrial wastewater characteristics Strong written and verbal communication skills—you’ll be writing reports, talking with business owners, and presenting to City leadership Comfort with lab equipment, field sampling tools, SCADA systems, and standard office software Supervisory experience or aptitude—you’ll be coaching, training, and evaluating a team The Work Environment This role spans office, lab, industrial, and field settings. You’ll conduct inspections at industrial facilities, pump stations, and treatment plants, and you may encounter wastewater, chemicals, and varying weather conditions—appropriate PPE is always provided. Some physical demands apply (climbing, reaching, occasional lifting over 100 lbs), and on‑call availability is required for emergencies or high‑priority situations.
