Role Depending on area of assignment, the Senior Accountant performs professional level staff work in one or more functional areas within the accounting division. The position also performs treasury functions for the City. Salary FLSA Exempt and will be paid a salary regardless of hours worked per week. Grade 411 with an annual salary between $80,544.00 and $120,816.00. Benefits The City of Glendale offers a generous benefits package that becomes effective the 1st of the month following 30 days of employment. Holiday, Vacation, and Sick Leave 10.5 paid holidays per year and an additional 12 hours of holiday special leave per calendar year for cultural or religious holidays. Vacation leave accrues at 5.33 hours per pay period (138 hours per year). Increases to 6.12 hours per pay period after 5 years and caps at 7.6 hours per pay period after 10 years of service. Sick leave accrues at 4.4 hours per pay period (114 hours per year). Days per year estimates are based on an 8‑hour work day. Retirement The position participates in the Arizona State Retirement System (ASRS). Contribution is mandatory and deducted every pay period at a rate of 12.00%. Essential Functions Maintains general and subsidiary ledgers, registers, and submits special, periodic, and fiscal financial reports. Prepares and maintains documents relating to city grants and grant accounting to ensure compliance with federal, state, and local laws. Maintains accurate records of all city transactions. Prepares journal entries. Prepares special project analyses of related accounting and administrative work as required. Performs other related duties as assigned. Budget and Finance Department Assignment Reconciles and analyzes General Ledger, accounts for governmental enterprise and minor grant funds. Maintains complete cost accounting and accrual records, and prepares monthly analysis of expenditures and revenues. Prepares audit workpapers and close‑out for the fiscal year, and assists independent auditors in locating documentation to support financial records. Prepares notes and financial statements for the Annual Comprehensive Financial Report. Reconciles cash from the various funds and manages the city's daily cash flow. Interprets and implements the city's investment policy, works with the outside investment advisor and bank, and conducts authorized investment transactions on behalf of the city. Prepares schedules for bond payments and monthly tax reports, including employer taxes, sales tax, and excise fuel tax. Answers questions from other departments and the general public regarding financial issues. Prepares election financial reports. May provide training to accountants as required. Works with outside agencies (bond rating agencies, bond counsel, D.E.Q. Wastewater Revolving Fund, financial advisors) to provide assistance and timely, accurate information. Represents the city's financial interests in SROG-91st Avenue. City Court Assignment Prepares audit workpapers and close‑out for the fiscal year. Assists independent auditors in locating documentation for the Annual Independent Audit, Triennial City Audit, and 7‑Year State Audit. Reconciles and analyzes court‑related General Ledger accounts. Prepares month‑end financial and annual reports for Court Management, City Finance, and the Administrative Office of the Courts. Prepares annual Minimum Accounting Standards Checklist. Prepares notes and financial statements for various monthly and annual State financial reporting. Coordinates all court budget activities, including base budget analysis, forecasting of expenses and revenue, creating supplemental requests, and preparing budget presentations. Prepares statistics for the court's monthly executive summary. Reconciles collected end‑of‑day cash and prepares the court's daily bank deposit. Supervises, analyzes, and reviews staff performance. Assists all court staff as needed regarding disbursements and accounts payable. Provides training to accountants as required. Reviews court payroll system entries each pay‑period. Reviews distribution of bond, restitution, overpayment, and expense accounts. Answers questions from other departments and the public regarding disbursements and accounts payable. Works with outside agencies including the Administrative Office of the Courts, courts from other jurisdictions, and the Department of Justice to aid with and provide timely, accurate information. Minimum Qualifications Bachelor's degree in accounting or a related field and three years of accounting experience. Any equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities is qualifying. One year of relevant experience may be substituted for each year of required education. Knowledge Of Generally accepted accounting principles, practices, and procedures, and their application for governmental proprietary accounting. Federal, county, state, and local laws, codes, and regulations applicable to governmental accounting. City's chart of accounts and investment policy. Computers and applicable software.
