Human Resources Coordinator

Under general supervision, performs a broad range of professional and technical human resources functions with primary responsibility for coordinating the City’s employee training and development programs; provides administrative and programmatic support to the Human Resources Department in the areas of benefits administration, employee relations, and policy compliance; and performs other related duties. Works under the general supervision of the Director of Human Resources or designee. Does not exercise formal supervisory authority; may function as lead worker over Human Resources support and clerical staff. Distinguishing Characteristics The Human Resources Coordinator is a journey-level classification performing technical and paraprofessional human resources work requiring a broader scope of independent judgment and cross-functional HR knowledge than the Human Resources Specialist. The classification is distinguished from the Human Resources Analyst by the absence of formal supervisory responsibility and the narrower scope of independent program administration. Incumbents are expected to exercise discretion and initiative within established guidelines across multiple HR program areas, with particular emphasis on training coordination and curriculum support. Essential Functions The following essential functions are those that are critical, integral, necessary, crucial, primary and fundamental to the job. Incumbents who possess the requisite skill, experience, education, and other job-related requirements of a position are expected to perform the essential functions of the job with or without a reasonable accommodation. Coordinates the City’s employee training and development programs, including scheduling, logistics, vendor management, and LMS administration; tracks completion rates and maintains accurate training records for all City departments. Assists in the design, development, and revision of training curricula, course materials, lesson plans, and instructional content for in-house training programs; adapts content to align with adult learning principles and City-specific operational contexts. Coordinates and may conduct new employee orientation; prepares and distributes orientation materials; ensures onboarding processes are consistent and in alignment with current City policies, MOU provisions, and applicable law. Coordinates and monitors mandatory and compliance-based training programs citywide, including but not limited to harassment prevention, workplace safety, and ethics training; prepares reports and correspondence for the Director on training program status and outcomes. Provides support to the Director in employee relations matters, including documenting complaints, organizing investigative files, preparing correspondence, maintaining chain of custody, and assisting with fact-finding logistics; maintains strict confidentiality in all related activities. Assists in the administration of employee benefits programs, including processing enrollments, coordinating with carriers and the City’s payroll system, responding to employee inquiries, and supporting annual open enrollment activities. Tracks, researches, and assists with the administration of City-sponsored leave programs including FMLA, CFRA, PDL, and other State and federally protected leaves; responds to employee and departmental inquiries regarding leave entitlements and processes. Assists with policy research, drafting, and updates to the Standard Operating Manual and related HR policy documents; monitors changes in State and federal law and alerts the Director to compliance implications. Interprets and explains the provisions of Memoranda of Understanding, Personnel Rules and Regulations, the City Charter, the Municipal Code, and other governing documents to employees and City departments within scope of authority. Maintains and updates human resources information system (HRIS) records including personnel actions, training data, and benefits information; generates reports and analyses as directed. Prepares a variety of correspondence, reports, publications, and procedure documents; maintains departmental files and records in accordance with established retention schedules. Assists with recruitment and examination processes as assigned, including preparation of recruitment bulletins, application screening, exam administration, and related correspondence. Assists with classification and compensation studies, including collection of comparative data, preparation of survey instruments, and documentation of findings. Attends and participates in professional group meetings; stays abreast of new trends and developments in human resource management, training and development, and public sector employment law. Performs related duties and responsibilities as assigned. Education and Experience Possession of a Bachelor’s degree from an accredited college or university with major coursework in Human Resource Management, Public Administration, Business Administration, or a related field; and three (3) years of progressively responsible human resources experience; OR an equivalent combination of education and experience. Required Licenses or Certifications Must possess a valid California Class C Driver’s License. Professional certification in Human Resources (PHR, SHRM-CP, or equivalent) is desirable. Required Knowledge of Theory, principles, and practices of contemporary human resource management, including adult learning principles and training program design. Instructional design methodologies and techniques for developing and presenting effective training programs for adult learners. Applicable federal and State employment laws and regulations, including FMLA, CFRA, PDL, FEHA, FLSA, Title VII, ADA, and related statutes. City Code, City Ordinances, Personnel Rules and Regulations, Standard Operating Manual, and Memoranda of Understanding provisions. Principles and practices of benefits administration in the public sector. Methods and procedures for monitoring, evaluating, and reporting on training programs and activities. Human resource information systems and modern office software applications. Recordkeeping principles, file maintenance methods, and confidentiality standards applicable to human resources functions. Research and analytical methodologies applicable to HR policy, classification, and compensation studies. Required Skill in Coordinating and administering employee training and development programs across a multi-department public agency environment. Developing, adapting, and delivering instructional content and training curricula aligned with organizational needs and adult learning principles. Providing technical assistance and administrative support across multiple HR functional areas with accuracy and discretion. Interpreting and applying complex policies, Memoranda of Understanding, personnel rules, and applicable laws and regulations. Communicating effectively, both verbally and in writing, with employees, management, labor representatives, and the public. Exercising sound independent judgment, maintaining strict confidentiality, and demonstrating tact and diplomacy in sensitive situations. Operating HRIS platforms and related software; generating reports and maintaining accurate personnel data. Organizing and prioritizing multiple assignments to meet established deadlines. Establishing and maintaining effective working relationships with City employees, department heads, bargaining unit representatives, outside agencies, and the general public. Physical Demands / Work Environment Work is primarily performed indoors in a standard office environment. Work requires frequent light lifting, sorting, filing, and typing. Moderate finger dexterity and near vision is required. May require occasional travel to City departments, training venues, or off-site meetings.
