Purpose: Responsible for leading RCIL's enterprise growth strategy through the identification, evaluation, development, and expansion of new business opportunities, service lines, markets, partnerships, and revenue streams. This executive leadership position serves as the Agency's primary driver of growth, diversification, and long-term sustainability. The position is accountable for assessing opportunities from financial, operational, regulatory, market, and strategic perspectives and recommending investments that generate sustainable revenue and acceptable margins.
This role dedicates approximately 70% of effort toward business development, growth strategy, partnership development, market expansion, and revenue generation and 30% toward leading the startup, implementation, stabilization, and transition of approved new programs into ongoing operations.
Accountable for developing sufficient revenue growth and operating margin within new initiatives to support operational infrastructure required for long-term sustainability.
Job Duties:
The successful candidate will be expected to:
- Provide executive leadership for the Agency's enterprise growth strategy by identifying, evaluating, and pursuing opportunities that expand revenue, strengthen profitability, diversify funding sources, and advance the long-term sustainability of RCIL.
- Serve as a member of the Executive Leadership Team and advise the CEO on strategic growth opportunities, emerging market trends, competitive threats, and organizational investments.
- Conduct market analysis, competitive assessments, demand forecasting, and environmental scanning to identify emerging opportunities and risks.
- Develop and maintain a multi-year growth pipeline consisting of new services, market expansions, partnerships, contracts, acquisitions, affiliations, and strategic initiatives.
- Identify and evaluate opportunities to expand RCIL's existing service lines into new geographic markets, populations served, payer sources, and funding streams.
- Lead business planning for new opportunities, including financial modeling, reimbursement analysis, startup costs, staffing requirements, regulatory considerations, volume projections, break-even analysis, return on investment, and margin projections.
- Identify and assess opportunities to develop disability‑adjacent service lines, including but not limited to behavioral health and therapy‑related models, and determine their financial, operational, and regulatory viability.
- Lead business development efforts with managed care organizations, government agencies, referral sources, healthcare organizations, educational institutions, foundations, and other strategic partners.
- Build and maintain high-level external relationships that drive referrals, contracts, partnerships, market presence, and organizational growth.
- Develop comprehensive business cases and present recommendations to the CEO and Executive Leadership Team for approval.
- Recommend go/no-go decisions on prospective initiatives based upon strategic fit, financial viability, market demand, operational feasibility, risk assessment, and regulatory requirements.
- Lead negotiations related to contracts, partnerships, affiliations, and other growth opportunities to achieve favorable strategic and financial outcomes.
- Pursue opportunities to strengthen financial performance within existing programs through growth initiatives, service enhancements, market expansion, and operational innovation.
- Monitor industry, regulatory, reimbursement, demographic, and policy trends affecting disability services, human services, and adjacent markets.
- Represent the Agency in strategic discussions, industry forums, community meetings, conferences, and stakeholder engagement activities relevant to organizational growth.
- Lead cross-functional teams responsible for evaluating, planning, and implementing approved growth initiatives.
- Serve as executive sponsor for new programs during startup, launch, and stabilization phases.
- Oversee implementation of approved new programs to ensure successful launch, regulatory compliance, operational readiness, financial performance, and scalability.
- Coordinate implementation efforts across Operations, Finance, Compliance, Human Resources, Information Technology, Quality, and other departments.
- Monitor startup performance and recommend corrective actions when financial, operational, or strategic objectives are not being achieved.
- The Vice President may transition mature programs (after approval from CEO) to designated operational leaders when program scale, financial performance, staffing complexity, and organizational needs support dedicated operational oversight.
- Present growth opportunities, implementation updates, financial performance, and strategic recommendations to executive leadership.
- Provide leadership, direction, and oversight to staff assigned to business development, growth initiatives, program startup activities, and strategic projects.
- Ensure all growth initiatives and new programs comply with applicable regulatory, contractual, funding, and quality standards.
- Must be flexible when needed to accommodate meetings, conferences, business development activities, and events outside regular business hours.
- Travel may be required.

Education:
- Bachelor's Degree required. Master's Degree in Business Administration (MBA), Public Administration (MPA), Healthcare Administration, Finance, Strategy, or related field preferred.
Knowledge, Skills & Abilities:
- Minimum of seven (7) years of progressively responsible leadership experience in business development, strategic planning, organizational growth, healthcare, human services, nonprofit leadership, consulting, or related executive functions.
- Demonstrated success identifying, developing, implementing, and scaling new services, programs, business ventures, partnerships, or growth initiatives required.
- Experience leading complex cross-functional projects and influencing senior leaders without direct authority required.
- Strong understanding of business development, strategic planning, financial modeling, operational startup, market analysis, project management, organizational growth, reimbursement methodologies, and regulatory environments. Knowledge of human services, healthcare, government-funded programs, Medicaid, disability services, or related industries preferred.

- Executive-level leadership experience preferred.
