Organizational Location: These positions are located in the Department of Homeland Security, U.S. Immigration and Customs Enforcement, Office of Human Capital, in Washington, District of Columbia. These are non-bargaining unit positions. Responsibilities The incumbent must be a customer service professional who can work in a fast-paced and dynamic work environment. Things happen quickly and continuously in this position, and the incumbent will find the need to move from one task to another without much time in between or juggling multiple duties at the same time. This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Office of Human Capital (OHC), Business Management Unit. The primary purpose of this position is to serve as a Management and Program Analyst (MPA) Budget and Contracting Officer Representative (COR). As a Management and Program Analyst, at the full performance level you will perform the following duties: Monitoring the cost, schedule, and parameters of all assigned contracts and internal agreements, to include review and approval of invoices and vouchers; Initiating and conducting studies to evaluate the effectiveness of contract administration and execution; Developing technical requirements and statements of work for submission to contracting personnel for inclusion in Request for Proposals; Assisting in defining contract requirements, preparing requisitions for supplies and services, and ensuring that adequate funds are committed and certified; and Advising the Chief of the Business Management Unit and the Deputy Chief of Staff on technical matters relating to pre- and post-award acquisition activity, such as soliciting, evaluating, and negotiating contract awards. Synchronizes and integrates financial and contracting requirements with Office of Human Capital and across ICE. Serves as a liaison between Office of Human Capital and Strategic Resourcing and Alignment Division (SRAD), regarding spend plan development and budget execution. DHS FAC-Program and Project Managers Certification (FAC-P/PM) II. It is preferable the incumbent has successfully completed the DHS FAC-Professional and the DHS FAC-P/PM II. The certification must be obtained within six (6) months of entrance on duty. To meet agency needs, this position will be filled under a time-limited appointment, of more than one year but not-to-exceed (NTE) 4 Years based on management approval which will be determined by their review of workload requirements and available funding. This is not a permanent appointment and does not allow for conversion to a permanent competitive service. Note: One or more positions may be filled using this vacancy announcement. You qualify for the GS-14 grade level if you possess one (1) year of specialized experience at the GS-13 grade level or equivalent performing duties such as: Serving as a contracting officer's representative and technical expert for all procurement and contracting actions for an office or large operational unit with responsibility for ensuring timelines and accuracy in the procurement process; Independently managing a portfolio of multiple, complex contracts and inter-agency/organization agreements; Provides analysis in development and interpretation of guidance for business management, budgetary, and financial analyses; Developing and conducting requirement analysis, independent cost estimates, and cost benefit analysis; AND Preparing statements of work, performance work statements, quality assurance surveillance programs, and/or statements of objectives; and maintaining all contractual documentation. Federal Acquisition Certification-Contracting Officer's Representative (FAC-COR) III Certification: It is preferred that the incumbent has and is able to maintain the Federal Acquisition Certification - Contracting Officer's Representative (FAC-COR) III certification. The certification must be obtained within six (6) months of entrance on duty. (Note: You must attach a copy of your certification with application.) Qualification requirements must be met by the closing date of this announcement. Qualification claims will be subject to verification. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Salary: The salary range indicated in this announcement reflects the lowest and highest potential salaries for this position.
