ICF is seeking a dynamic and innovative Senior Capture Director to support our Digital Modernization Division. As a key member of the growth team, this highly visible role will work closely with ICF's most senior leaders to develop strategy and drive business growth for the division's largest and most strategic opportunities.

This role is centered on understanding market trends, technical direction, and customer priorities, then translating that intelligence into compelling capture strategies and winning proposals. The ideal candidate will leverage ICF's deep mission understanding and expertise in Digital Modernization Services to drive successful outcomes.

The Senior Capture Director must have a proven track record of full lifecycle capture success within federal agencies, including multiple strategic wins where they have developed and executed high-impact capture strategies.

This position is based in the Washington, DC area and follows a hybrid work model, requiring a minimum of two days per week in ICF's Reston, VA office.

Key Responsibilities:

• Lead capture strategy development, solution positioning, competitive differentiation, strategic pricing, and customer engagement planning.

• Oversee customer contact and positioning, teaming strategies, and collaboration with internal business development teams.

• Drive growth by expanding capabilities in Cloud-Native Application Development, Platform-as-a-Service (PaaS), and Business Process Modernization.

• Ensure strategic alignment with evolving federal agency needs and acquisition trends.

• Manage the capture process from opportunity identification and qualification through proposal development and award.

Required Qualifications:

• 8+ years of experience in capture management.

• Proven track record of winning prime RFPs valued at $100M+ and single-award task orders/contracts of $50M+.

• 5+ years of experience working across the full capture lifecycle, including expertise in pricing-to-win strategies.

• 3+ years of experience in pivot selling, expanding capabilities in Cloud-Native Application Development, PaaS, and Business Process Modernization.

• Experience capturing complex federal acquisitions, including those managed by GSA FEDSIM.

• Strong background in executing Shipley-based capture processes at a large systems integrator.

• Demonstrated ability to lead and execute disciplined, high-value capture efforts focused on IT modernization.

• Experience supporting Federal Civilian agencies and successfully winning business across multiple customer domains.

• Deep understanding of the Federal Acquisition Regulations (FAR) and effective RFP shaping strategies.

• Ability to obtain a Public Trust clearance.

• Bachelor's degree required.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$173,079.00 - $294,235.00 Reston, VA (VA30)
