Position Title Executive Program Specialist (Number: 13388) Job Overview To support the agency’s mission, DOT seeks to hire an Assistant Commissioner to address the aging infrastructure of the Brooklyn Queens Expressway (BQE) between Atlantic Avenue and Sands Street, reporting directly to the Deputy Commissioner of Bridges/Chief Bridge Officer. This section of the BQE, part of the interstate highway system, is a critical corridor for freight within the city and the borough and carries 130,000 vehicles daily. NYC DOT seeks an experienced structural engineer who has overseen major projects valued over $500M. The Assistant Commissioner will collaborate closely with NYC DOT leadership and Bridges Division leadership, engage and coordinate with external partners including FHWA, NYSDOT and other local, state and federal stakeholders, oversee a team of eight people, manage design and construction planning, environmental review processes, and other regulatory requirements, coordinate Design‑Build or Design‑Bid‑Build procurements and construction, lead consultant teams, and be responsible for delivering on project milestones, communicating challenges and opportunities to leadership and mitigating delays. Responsibilities Establish and lead project work in coordination with the Deputy Commissioner of Bridges, other NYC DOT leadership, and relevant consultant teams. Manage and direct engineering, professional and technical staff in the review and analysis of bridge construction projects, inclusive of all project phases. Oversee environmental processes, including but not limited to CEQR, SEQRA, ULURP, and Parkland Alienation. Provide technical oversight ensuring bridge designs meet all regulatory standards (AASHTO, NYSDOT, etc.) and project specifications, offering expertise in structural design and construction. Oversee consultant and construction management, resolve conflicts with consultants/contractors, negotiate scheduling conflicts and delays, and coordinate with ACCO and EAB as required. Participate in stakeholder coordination and engagement (public meetings, office hours, newsletters, and public notices), working with other units in the agency and division. Represent the division when dealing with city, state and federal agencies, utilities, contractors, consultants and the general public. Handle budgeting and finance matters related to monitoring the capital budget, procurement process and grant applications. Oversee safety and compliance of the structures, in line with National Bridge Inspection Standards (NBIS). Institute program controls for cost and schedule. Conduct and participate in all requisite project management meetings; oversee project performance; ensure consultants complete tasks in line with large‑scale project management best practices. Perform additional significant administrative and engineering functions for the Division of Bridges. Lead meetings with supporting units, external partners and maintain productive interagency collaboration to provide updates, receive feedback and ensure necessary parties are included in all project aspects. Minimum Qualifications A valid New York State License as a Professional Engineer is required. Fifteen years of full‑time, satisfactory experience in civil engineering, at least ten of which must have been in an executive or administrative capacity. Preferred Skills Leadership: Strong leadership and team management skills to navigate a high‑pressure, fast‑paced environment. Technical knowledge: Detailed familiarity with modern construction techniques, materials and structural engineering principles for bridge construction. Analysis: Skill in analyzing and evaluating complex and highly technical data, reports and recommendations. Communication: Effective oral and written communication skills to prepare reports, make presentations and align stakeholders. Problem‑solving: Proven ability to resolve complex technical and field engineering issues. Residency Requirement New York City residency is generally required within 90 days of appointment. City employees who have worked for the city for two continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland or Orange County.
