Requires possession of a valid Class E driver license. Public Applicator’s License, Federal Accredited Certification Official (ACO) certified. Must obtain restricted-use pesticide license within six months of initial employment and must maintain licensure thereafter. This is a professional supervisory position responsible for planning, assigning, supervising and directing the activities of Environmental Specialists and OPS staff members in the protection, certification and regulation of all native and cultivated flora within the state of Florida. MANAGING: Ensures that assigned program areas have operational procedures and processes which result in accountability and compliance with the division and department policies and procedures. Monitors personnel assignments and evaluates subordinates’ workload to maintain equity and efficiency. Acts as liaison between the Environmental Supervisor II and the field activities of their staff. Investigates and resolves complaints and problems that arise in assigned area of responsibility. REPORTS: Reviews all reports and records submitted by subordinates for accuracy and punctuality. Assists Environmental Specialists and OPS personnel with investigations and violations of division regulations and Florida statutes. Compiles and submits a monthly report of area activities to the Environmental Supervisor II, based upon the daily reports submitted by staff members. EXPORT/ IMPORTS: Maintains up-to-date (on-line or hard copy) manuals on plant regulations of Florida and all other states and U.S. possessions. Advises industry and subordinates on Federal Export requirements using the Phytosanitary Export Database (PExD). Monitors CTIS activities of subordinates and assists with updating CTIS as needed. PERSONNEL: Recruits and assists in the selection of personnel to fill vacancies in assigned area. Conducts performance evaluations of subordinates at a minimum of once annually. Approves leave requests and reviews biweekly time and attendance reports submitted by subordinates in the People First time reporting system. Initiates disciplinary action when appropriate. TRAINING: Responsible for the orientation and training of new employees in all division program areas. These programs include: Enforcement of Nursery and Stockdealer Regulations, Plant Pest Detection in native and cultivated flora, Export Certification requirements and Conventions on Trade in Endangered Species (C.I.T.E.S.), Burrowing Nematode Regulations of various states and foreign countries, Imported Fire Ant and other Federal Domestic Quarantines, Federal Post Entry Quarantines, State and Federal Prohibited Noxious Weed regulations, Protection of Native Flora, Plant and Commodity Treatment Requirements, Cut Flower, Citrus and other fruit and vegetable regulations. Provides for additional field training for subordinates as needed. Maintains current files on regional flora, agricultural crops and potentially economic or devastating plant pests for assigned area. Conducts periodic workshops to disseminate information. Gives presentations to industry and the general public regarding division activities and policies, as required. Participates on various committees, as appropriate. TRAPPING ACTIVITES: Conducts Quality Control (QC) assessments of subordinates’ and federal cooperators’ Fruit Fly detection activities. Ensures that all Fruit Fly Detection activities are conducted on time and within the parameters of the program. Participates and ensures the proper conductance of other exotic pest detection (trapping) activities, including European Corn Borer, Gypsy Moth, and others, as required. SAFETY: Ensures that subordinates are familiar with and follow procedures outlined in the Division Safety Manual. Conducts job safety analysis per Division Safety Manual. Conducts safety training for vehicle and equipment usage, as required. FISCAL: Approves and processes monthly encumbrances on rentals, utilities and other services. Responsible and accountable for managing budget/dollars/resources (staff, vehicles, computers, cell phone, etc.) of any assigned programs in an efficient and accountable manner. EQUIPMENT: Ensures that subordinates have adequate equipment and facilities with which to complete their assigned duties. Assists subordinates with vehicle and office maintenance needs and resolves problems. Ensures that equipment assigned to field staff is maintained in good working condition, as required. EMERGENCY PROGRAMS: During emergency programs, assists in the planning, organizing and directing of state and federal personnel in plant pest activities with other governmental agencies. Assists with developing new pest detection, eradication, chemical and biological control and exclusion methods. Develops, plans, and conducts training of federal and state personnel and assists in policy evaluations. Performs related work as directed by the Environmental Supervisor II.KNOWLEDGE, SKILLS, AND ABILITIES:

Ability to work in extreme hot and cold temperatures. Ability to conduct inspections in natural and cultivated areas with uneven ground.
