Business Development Director (Heavy Civil Construction)
Our client is an industry-leading provider of general contracting, at-risk construction management, and design-build services for public and private sector clients across the nation. Performing both heavy civil and vertical construction, our teams build the vital structures and infrastructure that shape how people live, work, learn, and play in our communities.
The Business Development Director is responsible for implementing progressive sales and business strategies to expand and diversify our customer base. This role focuses on identifying new project opportunities and cultivating high-impact, lasting relationships with clients, owners, designers, and engineers within the heavy civil sector.
Essential Functions & Responsibilities
- Develop and execute targeted strategies for capturing new public and private sector project opportunities.
- Identify potential leads, research background data, and collaborate with Region/Area Managers, Estimating, and Marketing teams to prioritize and pursue high-value projects.
- Contribute strategic insights and market intelligence to long-term corporate business planning.
- Stay ahead of market trends, competitive intelligence, and the political landscape impacting our target markets.
- Lead business development meetings to communicate pipeline health, identify new targets, and assess/implement winning strategies.
- Partner with pursuit teams to lead responses to Requests for Proposals (RFPs), Requests for Qualifications (RFQs), and other critical project submittals.
- Formulate pursuit implementation strategies, identifying key objectives, features, benefits, and differentiators.
- Coordinate presentation strategies, provide coaching and preparation for presenters, and offer constructive feedback to maximize win rates.
- Establish, build, and maintain deep-rooted relationships with existing and potential owners, designers, engineers, subcontractors, and suppliers.
- Actively participate in client, industry, and community relations, representing the company in a leadership capacity at professional organizations, conferences, trade shows, and industry award ceremonies.
- Distribute company information and thought leadership to clients, business associations, and community groups consistently and effectively.
- Seek continuous feedback from project stakeholders to benchmark corporate performance against competitors; attend project progress meetings to remain aligned with ongoing operational dynamics.
- Network with peer BD Directors and Managers to share best practices, lead generations, and industry insights.

- Serve as a professional role model; support operations training programs and commit to the development of project staff.

Working Conditions
- The majority of work is completed in a professional office environment.
- Regular travel to client offices, industry events, or project meeting sites is required.
Education, Experience & Qualifications
Must-Have Verification Requirements
- 4 to 6 years of dedicated sales and business development experience specifically within the Heavy Civil Construction industry.
- 10+ years of total professional related experience preferred.
- Bachelor's Degree in Business, Marketing, Communications, Engineering, or a related field.
- Must currently reside in Southern California or be willing to relocate to the region (relocation assistance provided).

- Communication & Organization: Exceptional written and verbal communication, presentation, and organizational skills.
- Leadership & Teamwork: Ability to delegate, provide clear direction, handle conflict constructively, and manage schedules while respecting the work/life balance of oneself and team members.
- Technical Proficiency: Fluent in using personal computers and corporate communication tools, including Microsoft Office (Word, Excel, Outlook, Teams).
