Description:

The Chief Impact Officer (CIO) is a senior executive leader focused on measuring, accelerating, and amplifying the organization's success in ending homelessness through housing solutions. This role advances organizational excellence through strategic partnerships, operational alignment, performance management, data-driven decision-making, and continuous quality improvement. Reporting directly to the Chief Executive Officer, the CIO oversees organizational performance systems, including client flow coordination across programs, key performance indicators (KPIs), government reporting and compliance, data quality and analytics, subcontractor performance management, Homeless Management Information System (HMIS) oversight, Salesforce case management operations, and continuous quality improvement initiatives. 

The CIO also leads system-change efforts that strengthen coordination and integration between the organization and non-housing systems, including healthcare, behavioral health, reentry services, public benefits, transportation, crisis response, and other community-based and governmental systems impacting housing stability and client outcomes. The CIO is scaling new models of care and service integrated with health care by directing the Medicaid strategy, securing and growing partnerships and value-based agreements with Medicaid MCOs, and other collaborators in health care.

This position requires a collaborative and visionary leader with strong operational, sustainability strategy, analytical, and systems-thinking capabilities who can align strategy, partnerships, compliance, systems coordination, data, and performance management to improve outcomes for individuals and families served by the organization. 

Requirements:

Executive Leadership & Strategic Initiatives (30%)  

  • Serve as a key member of the executive leadership team and strategic advisor to the CEO and develop, operationalize, and advance organizational strategic initiatives and long-term priorities. 
  • Lead cross-functional coordination efforts to improve operational effectiveness, program integration, and service delivery outcomes.
  • Lead strategy to implement direct Medicaid service provision, Medicaid value-based partnerships, and health care integration to demonstrate the organization’s valuable impact on health outcomes. 
  • Support organizational change management initiatives and implementation of new systems, operational strategies, and performance frameworks. 
  • Represent the organization in external meetings, strategic partnerships, coalitions, and systems-planning efforts.  

Data Strategy, Analytics & Performance Measurement (20%)

  • Lead the organization's data strategy, performance analytics, and KPI framework to support strategic planning, executive decision-making, forecasting, and continuous performance improvement. 
  • Oversee HMIS and Salesforce data quality, governance, and reporting systems to ensure accurate, reliable, and actionable information for operational management, program evaluation, and organizational accountability. 
  • Analyze organizational, programmatic, and health-related data to identify trends, service gaps, outcome patterns, and opportunities to improve client outcomes and operational effectiveness. 
  • Develop executive dashboards, visualizations, and performance reports that translate complex data into actionable insights for leadership, funders, and community stakeholders. 
  • Partner with internal and external stakeholders to evaluate program effectiveness, measure return on investment, and strengthen data-driven decision-making, including support for value-based healthcare initiatives and predictive planning. 

Strategic Partnerships & Systems Change (20%) 

  • Lead systems integration efforts that align housing services with healthcare, behavioral health, justice, public benefits, crisis response, and transportation systems to improve housing stability and client outcomes.
  • Develop and implement systems-change strategies that strengthen care coordination, access, continuity of care, and long-term outcomes for individuals and families experiencing homelessness.
  • Build and manage strategic partnerships with healthcare organizations, Medicaid health plans, public agencies, funders, and community stakeholders to advance integrated, housing-focused solutions. 
  • Oversee cross-system collaboration and performance, including referral pathways, discharge planning, diversion strategies, joint operating committees, and contract objectives with health partners.
  • Identify systemic barriers and drive innovative solutions through policy recommendations, pilot initiatives, and operational improvements that increase equity, accessibility, and community impact. 

Government Reporting, Compliance & Accountability, Contract Management (20%) 

  • Partner with the Development team to provide KPIs, program outcomes, and impact data that strengthen fundraising, grant applications, and stakeholder communications. 
  • Lead organizational compliance with all federal, state, local, contractual and funding requirements, ensuring adherence to agency policies and regulations.
  • Oversee timely and accurate completion of grant reporting, audits, monitoring activities, third-party payor readiness review and audit, and compliance documentation to maintain organizational accountability. 
  • Implement and manage an Active Contract Management approach that monitors subcontractor performance, compliance, service quality, and continuous improvement. 
  • Collaborate across departments and partner agencies to negotiate, administer, and monitor contracts, ensuring fiscal accountability, achievement of deliverables, and positive program outcomes. 

Continuous Quality Improvement & Operational Excellence (10%) 

  • Oversee the organization's Continuous Quality Improvement (CQI) program by establishing annual KPIs aligned with strategic goals and driving organization-wide performance improvement. 
  • Direct program evaluation, quality assurance, workflow analysis, and operational monitoring to identify risks, service gaps, and opportunities for continuous improvement. 
  • Lead System Performance Team and Program leadership to improve workflows, strengthen reporting, and integrate CQI into program operations, contract oversight, and service delivery. 
  • Monitor healthcare partnerships and value-based agreements while applying industry best practices to enhance compliance, operational effectiveness, and measurable client outcomes. 

QUALIFICATIONS:

Education

Master’s degree in Public Administration, Social Work, Nonprofit Management, Business Administration, Data Analytics, Healthcare Administration, or related field required. 

Knowledge, Skills, & Abilities 

  • Strong strategic planning, organizational leadership, and systems-thinking capabilities.
  • Advanced understanding of performance management, CQI methodologies, operational analytics, and organizational effectiveness. 
  • Demonstrated ability to analyze complex datasets and translate findings into actionable operational and strategic recommendations.
  • Knowledge of government contracts, grant compliance, reporting requirements, and regulatory frameworks. 
  • Knowledge of health and housing integration and synergy of impact. 
  • Experience developing dashboards, data visualizations, and executive-level performance reports. 
  • Strong understanding of systems coordination and integrated service delivery models across healthcare, behavioral health, housing, and reentry systems. 
  • Strong project management, facilitation, and organizational skills. 
  • Excellent communication, relationship-building, coalition-building, and collaboration skills. 
  • Ability to lead complex operational initiatives and organizational change efforts. 
  • Commitment to trauma-informed, equity-centered, and client-focused practices.

 

COMPETENCIES AND EXPERIENCE:  

Experience 

  • Minimum of 7 years of progressive leadership experience in nonprofit management, human services, healthcare, housing, behavioral health, criminal justice, or related systems. 
  • Minimum of 5 years of senior-level management or executive leadership experience. 
  • Demonstrated experience overseeing organizational performance, compliance, continuous quality improvement, and cross-functional operations. 
  • Demonstrated experience negotiating complex contracts and agreements. 
  • Experience with Medicaid payment and/or program implementation, including value-based care arrangements. 
  • Experience managing government-funded programs, contracts, subcontracted partnerships, and performance-based initiatives strongly preferred. 
  • Experience leading cross-system collaboration and systems-change initiatives involving healthcare, reentry, behavioral health, or public-sector systems preferred.
  • Experience with data analytics, KPI development, dashboard reporting, trend analysis, and operational performance measurement required. 
  • Familiarity with HMIS systems, coordinated entry systems, and housing or homeless service systems preferred.
