Proposal Manager

Talascend is currently seeking a Proposal Manager for a contract opportunity with our client in Tempe, Arizona . Overview Lead and manage the development of competitive and non-competitive proposals in response to government, international, and commercial solicitations and requests for proposals. Drive end-to-end proposal execution with cross-functional teams, ensuring compliance, schedule adherence, and on-time delivery. Responsibilities Manage proposal process from cradle to grave. Manage cross-functional teams to meet strict deadlines. Coordinate closely with the sales organization and functions to support winning bids. Analyze RFP requirements to determine compliant response structure and volume outlines. Generate detailed RFP response plan and schedule. Facilitate document and color reviews. Report on work in progress, turnaround time, and on-time to receiver metrics. Manage process improvement projects. Implement a defined and consistent proposal process including proposal planning, leading the kick-off meeting, developing the proposal schedule, process leadership (compliance matrices, outlines, proposal reviews, etc.), assigning team tasks, maintaining proposal status, issue resolution, managing production support, and managing post-submittal proposal updates. Qualifications Bachelor's degree. Minimum 3 years of proposal management, business development, and/or business execution experience (primary contributors to proposals such as pricing, sales, program management, tech sales, engineering). Must be a U.S. citizen due to contractual requirements. Demonstrated ability to perform the duties of this position through relevant experience, training, or education. Background Check and Drug Screen may be required.
