Position Summary

The Senior Information Manager owns the governance, quality, and compliant flow of information and clinical data across the MEDXS/MEDEX enterprise. This position bridges the technical infrastructure and the mission use of the data: it manages data architecture and standards, validates the integrity and completeness of clinical and executive health data moving between theater nodes and enterprise reporting, and ensures every data flow satisfies HIPAA, Privacy Act, and DoD information management and records requirements. The role also serves as the principal producer of executive information products derived from MEDXS/MEDEX data for Defense Health Headquarters leadership. Primary duty station is the Defense Health Headquarters (DHHQ), Falls Church, Virginia. On-site presence is required; telework is by Government approval only and is not guaranteed.

Essential Duties and Responsibilities

• Manage the end-to-end flow of clinical and executive health information through MEDXS/MEDEX, from theater and Military Treatment Facility source systems through enterprise aggregation to executive reporting and analytic consumers.
• Establish and enforce data governance: data standards, authoritative data source designation, data dictionaries, metadata catalogs, business rules, data stewardship assignments, and data quality thresholds.
• Design, execute, and report on data quality management: completeness, accuracy, timeliness, consistency, and validity monitoring; identify anomalies and drive root cause correction with engineering and functional owners.
• Serve as the HIPAA and privacy compliance authority for data flows, ensuring protected health information and personally identifiable information are handled under the HIPAA Privacy and Security Rules, the Privacy Act, DoD 6025.18, DoD 8580.02, and applicable Defense Health Agency policy.
• Perform and maintain privacy and security documentation for data handling, including data flow diagrams, minimum necessary determinations, Privacy Impact Assessments, data sharing and data use agreement support, and breach and spillage response documentation.
• Manage information lifecycle and records management: retention and disposition schedules, archival, legal hold support, and compliant destruction in accordance with DoD and National Archives requirements.
• Define and manage interface and data exchange requirements with external systems, including message and file specifications, transformation rules, validation logic, reconciliation controls, and exception handling.
• Develop, produce, and maintain recurring and ad hoc executive information products: dashboards, scorecards, metrics packages, and analytic summaries for Defense Health Headquarters and combatant command stakeholders.
• Translate Government functional and reporting requirements into documented technical data requirements for the engineering and database teams, and validate delivered capability against those requirements.
• Manage access governance for data assets: role definition, least-privilege access review and recertification, segregation of duties, and audit of data access and extract activity.
• Support RMF and audit activity by producing evidence for data-related controls, including access control, audit and accountability, media protection, and system and information integrity controls.
• Conduct information management training and outreach for Government users and contractor staff on data standards, privacy handling, reporting tools, and proper use of authoritative data.
• Maintain the information management documentation baseline, including the data management plan, data dictionaries, reporting catalogs, and standard operating procedures.
• Coordinate with the Database Engineer, Lead Engineer, and Government functional leads on schema changes, migration impacts, and reporting continuity during system changes.

Minimum Qualifications

• Bachelor's Degree from an accredited institution.
• Minimum six (6) years of information technology data or information management experience.
• A relevant data management or database administration certification (for example, DAMA CDMP, Microsoft Data Engineer or Data Analyst, or an equivalent recognized credential), current and in good standing.
• Experience managing clinical data flow and HIPAA compliance in DoD environments.
• Ability to obtain and maintain the required security clearance and IT-level designation.

Preferred Qualifications

• Prior information management experience within the Military Health System, Defense Health Agency, or a Service medical command.
• Working knowledge of health data standards including HL7 v2, FHIR, ICD-10, CPT, SNOMED CT, and LOINC.
• Certified in Healthcare Privacy and Security (CHPS), CIPP/G, or equivalent privacy credential.
• Experience with Power BI, Tableau, or Qlik for executive dashboard development.
• Master's Degree in Health Informatics, Information Management, Data Science, or a related discipline.
• DoD records management or Freedom of Information Act / Privacy Act coordinator experience.

Required Technical Skills and Competencies

• Data governance and data quality frameworks (DAMA DMBOK or equivalent) applied in a regulated environment.
• SQL proficiency sufficient to profile data, validate transformations, and build reconciliation queries independently.
• Business intelligence and visualization development: Power BI, Tableau, SQL Server Reporting Services, or equivalent.
• ETL and data integration concepts: mapping, transformation, staging, reconciliation, and exception management.
• Regulatory fluency: HIPAA Privacy and Security Rules, HITECH, Privacy Act, DoD 6025.18, DoD 8580.02, and DoD records management policy.
• Requirements elicitation, functional documentation, and executive-level briefing and data storytelling.

Performance Standards

• Recurring information products delivered on schedule with zero Government-identified data accuracy defects.
• Data quality metrics sustained at or above established thresholds for authoritative data elements.
• Zero reportable HIPAA or Privacy Act violations attributable to contractor data handling.
• Access recertification cycles completed on schedule with all exceptions documented and remediated.

Work Environment and Conditions

• Primary duty station is the Defense Health Headquarters (DHHQ), Falls Church, Virginia. On-site presence is required per the contract; telework is by Government approval only and is not guaranteed.
• Standard core hours align to Government business hours in the Eastern time zone, with on-call and after-hours support required for scheduled maintenance windows, system outages, and OCONUS time-zone coverage.
• Work is performed in a Government office and data center/NOSC environment. Occasional lifting of equipment up to 40 pounds, work in raised-floor data center spaces, and extended periods at a workstation are expected.
• Position requires a favorably adjudicated background investigation and the ability to obtain and maintain the contract-required security clearance and IT-level designation (ADP/IT-I or IT-II as assigned).
• All personnel must satisfy DoD 8570.01-M / DoD 8140 baseline certification requirements prior to being granted privileged access and must maintain continuing education to keep certifications current.
