Location : Phoenix AZ — Hybrid (3-4 weeks onsite training, then ~4 days remote). Phoenix-local candidates only.
Pay Rate: $34/hr W2
Start: July 6, 2026
Duration: 1 year, contract-to-hire

- 3+ years of IT SOFTWARE procurement specifically (negotiating SaaS/PaaS/IaaS licenses, software vendor contracts, and renewals). General supply chain, inventory, demand forecasting, or logistics backgrounds are not a match for this role.
- Currently located in the Phoenix metro area, your city and state must appear on your resume.
- Eligible for full-time conversion (this is contract-to-hire). No visa sponsorship available.
About the Role:
SunSoft Online is seeking an experienced IT Software Procurement Analyst for a contract-to-hire opportunity with an Arizona state agency in Phoenix. This role owns IT software procurement strategy and software vendor relationships.
What You Will Do:
- Manage IT software procurement and the IT asset lifecycle, including SaaS, PaaS, and IaaS licensing
- Negotiate software contracts, SLAs, renewals, and data sovereignty clauses
- Develop and score RFPs/RFQs for enterprise IT software and services
- Conduct TCO and ROI analysis for technology investments
- Manage software vendor relationships and renewal strategy
Required:
- 3+ years IT software procurement (software licensing, SaaS/PaaS/IaaS, vendor contracts)
- Strategic negotiation: SLAs, contracts, renewals
- RFP/RFQ development and scoring for IT services
- Phoenix-local; eligible for FTE conversion (no sponsorship)
- Available for in-person interview within 1 week of June 23
Preferred:
- ISO-9902 Cloud Procurement Framework knowledge
- TCO/ROI analysis for technology investments
- Technical project management background
- Government/public-sector procurement experience
