Human Resources Director
The City of Sheboygan is looking for a seasoned Human Resources professional to step into the role of Director. Working with a team of three HR Generalists, you'll shape our people initiatives and drive HR excellence. The Human Resources Department works as a team to provide our employees with a safe, healthy, and positive working culture and environment. HR functions include recruiting and hiring, benefit administration, personnel data maintenance, employee relations, training and development, assisting employees and citizens with questions, and more. The Human Resources Director oversees and coordinates all functions of the City's Human Resources Department. This includes recruitment and staffing, succession planning, organizational development and training, compensation, benefits and insurance administration, policy development and interpretation, worker's compensation, employee safety, and health programs. It is imperative job duties are performed with respect, integrity, objectivity and in the best interest of the City. This position requires a high level of confidentiality. All City employees are expected to be honest and truthful at all times.
Responsibilities
Essential Responsibilities:
- Supervises the City's Human Resources Department. Oversees staff performance and corrective action if applicable.
- Directs and guides the administration of the City's Human Resources programs, including recruitment, onboarding, training, development, retention, succession, compensation, benefits, equal employment, grievance procedure, performance correction, separations, discipline, and terminations.
- Advises supervisory staff on performance correction matters, policy development and interpretation, and various personnel-related matters.
- Ensures compliance with federal, state, and local legislative mandates regarding the City's Human Resources policies, practices, and procedures, including ADA, FMLA, federal and state employment relations, and non-discrimination laws.
- Directs and manages the City's wage and salary administration programs in accordance with the City's collective bargaining agreements, ordinances, and policies in collaboration with the Finance Department.
- Oversees position/wage evaluation and job/classification studies, benefit studies, and special studies to ensure market alignment.
- Oversees employee recruitment and retention process and works with the appropriate City staff to implement.
- Develops, implements, and oversees employee fringe benefit programs, including health, dental, life, and disability insurance; workers' compensation; unemployment compensation; the Wisconsin Retirement System; and all other City benefit programs, in collaboration with City Administration and Finance Department.
- Acts as the City's Equal Employment Opportunity Compliance Officer and ADA Compliance Officer along with the City Attorney.
- Prepares and coordinates documents and agenda items for the Finance & Personnel Committee; attends and presents at various meetings, Common Council, and other public events/meetings as directed by the City Administrator.
- Serves as coordinator for the Police and Fire Commission, including the preparation of agendas and minutes, and attends Commission meetings.
- Prepares the departmental operating and capital budget and maintains departmental compliance with the budget throughout the year.
- Serves as the City's primary contact and facilitator for Arbinger Institute trainings.
- Assists the City Attorney and/or City Administrator with collective bargaining and labor management; conducts research and benchmarking; supports the administration, interpretation, and enforcement of collective bargaining agreements.
- Supports the City Attorney or retained counsel in the investigation of City liability and subrogation claims by referring complaints, facilitating interviews, acting as liaison between legal counsel and impacted staff, and ensuring appropriate record keeping practices are followed.
- Serves as the City's official records custodian for the Human Resources Department.
General Responsibilities:
- Manages personnel information systems, forms, procedures, and methods of record keeping.
- Ensures clear, timely, and effective internal communication of Human Resources information to all employees.
- Handles confidential information and documentation with discretion, maintaining strict confidentiality and acting in the best interests of the City.
- Oversees employee engagement events.
- Oversees and assists with new hire onboarding and orientation.
- Responds to employee inquiries and distributes necessary HR information and materials.
- Sorts, opens, and distributes incoming mail for the division.
- Orders, monitors, and maintains department supplies as needed.
Education & Experience
- Bachelor's degree in human resources, public administration, business administration, or a similar field required.
- At least five years of professional experience in all phases of human resources management required.
- At least three years of experience as a supervisor/manager required.
- SHRM certification required or ability to obtain within one year of hire.
- Previous public sector experience preferred.
- Completion of Arbinger Institute Training within 24 months of hire required.
- Completion of supervisory training courses through CVMIC within one year of hire required.
Knowledge, Skills, and Abilities
- Extensive knowledge of the principles, practices, and laws pertaining to human resources, including recruitment and hiring programs, nondiscrimination, ADA requirements, federal and state employment relations, and FMLA policies.
- Ability to develop and implement performance evaluation systems, compensation programs, job evaluation and classification plans, and employee benefit programs.
- Ability to conduct studies, analyze facts, and exercise sound judgment in arriving at conclusions.
- Ability to prepare and supervise the preparation of effective reports and records.
- Ability to effectively supervise and develop staff.
- Ability to establish and maintain strong working relationships with City Administration, the City Council, Department Heads, employees, and the public.
- Ability to communicate effectively in written and verbal form.
- Ability to exercise initiative and independent judgement.
Job offers for this position are contingent on the individual passing a pre-employment background check. Work performed is primarily in a standard office environment that includes exposure to computer screens. Primary functions include sufficient physical ability and mobility to work in an office setting, sit and answer phones, and use of computer equipment on a continuous basis. On a frequent basis, the Human Resources Manager must have the ability to stand, walk, sit, talk, and reach with hands and arms and to occasionally lift, bend, stoop and retrieve files and boxes weighing up to 25-30 pounds. Position requires the operation of office equipment and requires repetitive hand movement and fine coordination including use of a computer keyboard. On a semi-frequent basis, the Human Resources Director must have the ability to drive themselves to other city locations for interviews, meetings, trainings, etc. On a semi-frequent basis, the Human Resources Director attends meeting outside of "normal" working hours. In an effort to provide for continuing of City government and to cope with the problems of an emergency, you may be required to work during a proclaimed state of emergency, consistent with Sec 323.14 Wis.
