About Houston Strong Children Services Houston Strong Children Services is a nonprofit Child Placing Agency, licensed by the Texas Department of Family & Protective Services. Founded after Hurricane Harvey in 2017, we serve under-resourced communities through a Community Based Care model that offers ongoing support, resources, and advocacy for children and families navigating foster care and adoption. We help families become licensed foster parents, kinship caregivers, and adoptive homes for children and youth ages 0-22, across all levels of care from Basic to Primary Medical Needs and Child Specific Contracts. Whether through Straight Adoption, Foster-to-Adopt, or Fostering licensure, we guide families with compassion and expertise. Beyond placements, we provide hospital sitting for children in medical care, operate Supervised Independent Living (SIL) homes for youth aging out of care, and invest in community centers that promote healing, education, and empowerment. Position Summary The Licensed Child Placing Agency Administrator (LCPAA) serves as the designated administrator responsible for the oversight, regulatory compliance, and operational integrity of Houston Strong Children Services' Child Placing Agency. Reporting to the Executive Director, the LCPAA ensures the organization operates in full compliance with Texas Department of Family and Protective Services (DFPS) Minimum Standards, licensing requirements, contractual obligations, and agency policies while promoting exceptional service delivery and positive outcomes for children and families. The LCPAA provides leadership and guidance to multidisciplinary teams by overseeing child placing operations, foster home development, case management, quality assurance, and program compliance. This position partners with agency leadership to strengthen organizational performance, mitigate risk, support staff development, and maintain a culture of accountability, ethical practice, and continuous quality improvement. The LCPAA exercises sound professional judgment while ensuring every aspect of the agency reflects Houston Strong's commitment to safety, permanency, and well-being. Key Responsibilities Agency Administration & Leadership Serve as the designated Licensed Child Placing Agency Administrator in accordance with Texas DFPS licensing requirements. Provide leadership and oversight for child placing operations, ensuring programs are administered efficiently and in compliance with agency standards. Support executive leadership in implementing strategic initiatives that strengthen organizational growth and service excellence. Foster a collaborative culture that promotes accountability, professionalism, innovation, and continuous improvement. Licensing, Compliance & Regulatory Oversight Ensure ongoing compliance with Texas DFPS Minimum Standards, Child Placing Agency regulations, contractual requirements, and agency policies. Maintain organizational readiness for licensing inspections, monitoring visits, investigations, and regulatory audits. Review compliance findings and implement corrective action plans that strengthen agency performance and reduce organizational risk. Monitor regulatory changes and recommend policy or operational updates necessary to maintain compliance. Program Oversight & Quality Improvement Provide administrative oversight of child placing services, foster home development, case management, and related operational functions. Partner with the CQI & Compliance Manager to monitor performance indicators, service quality, and regulatory outcomes. Evaluate program effectiveness and implement strategies that improve operational efficiency and client outcomes. Promote data-informed decision-making through performance monitoring and quality improvement initiatives. Staff Leadership & Professional Development Provide leadership, supervision, and professional guidance to assigned staff, supervisors, and program leaders. Promote employee engagement through coaching, mentoring, performance management, and leadership development. Support recruitment, onboarding, training, and retention efforts to ensure a highly qualified workforce. Foster a positive workplace culture that reflects Houston Strong's mission, vision, and core values. Stakeholder Collaboration & Community Engagement Develop collaborative relationships with DFPS, Single Source Continuum Contractors (SSCCs), community partners, healthcare providers, educational institutions, and other stakeholders. Represent Houston Strong during licensing activities, community meetings, professional organizations, and collaborative initiatives. Promote effective communication between internal departments and external partners to strengthen service delivery. Support organizational partnerships that expand resources and improve outcomes for children and families. Risk Management & Operational Excellence Identify operational risks and implement proactive strategies that strengthen organizational performance and client safety. Ensure incident reporting, investigations, documentation, and corrective actions are completed in accordance with agency requirements. Monitor agency policies and procedures to ensure consistency, efficiency, and regulatory compliance. Promote ethical decision-making and sound administrative practices throughout the organization. Qualifications Required Current designation or eligibility to serve as a Licensed Child Placing Agency Administrator (LCPAA) in accordance with Texas DFPS licensing requirements. Bachelor's degree in Social Work, Human Services, Psychology, Public Administration, Business Administration, or a related field from an accredited institution. Minimum of five (5) years of progressive leadership experience in child welfare, foster care, behavioral health, or human services. Demonstrated experience overseeing regulatory compliance, licensing standards, program administration, and multidisciplinary teams. Comprehensive knowledge of Texas DFPS Minimum Standards, Child Placing Agency operations, and child welfare best practices. Preferred Master's degree in Social Work, Public Administration, Human Services, Business Administration, or a related field. Experience serving in a licensed Child Placing Agency leadership role. Experience leading accreditation, licensing reviews, or organizational quality improvement initiatives. Bilingual (English/Spanish) preferred.
