Director, Portfolio Management and Strategy

THE SALARY RANGE FOR THIS POSITION IS $145,000.00-$165,000.00. On June 16, 2022, Governor Kathy Hochul signed the NYC Public Housing Preservation Trust Act, which authorized creation of the NYC Public Housing Preservation Trust (the Trust). The Trust is a public benefit corporation that will oversee the renovation and rehabilitation of the city’s public housing developments, owned by the New York City Housing Authority (NYCHA). NYCHA remains permanent owner of the land/buildings and enters into a long‑term ground lease with the Trust to secure a Section 8 rental subsidy contract with significantly higher value than NYCHA’s current federal subsidy. Using the rental subsidy contract, the Trust will raise financing to fund comprehensive building renovations. The Trust Act provides the Trust with the ability to convert up to 25,000 units, subject to a vote by the residents of a potential redevelopment site. No NYCHA site can convert to the Trust without a positive vote of the site’s residents. To date, residents at four developments have opted into the Trust, resulting in over 1,700 units that will be financed and renovated over the next five years, impacting over 3,200 residents. This is a rare opportunity to help build and finance one of the largest public housing preservation efforts in the country. Our values are core to our work. Position Summary The Director, Portfolio Management and Strategy provides strategic leadership for the New York City Public Housing Preservation Trust's portfolio of real estate initiatives. Reporting to Trust leadership, this role oversees cross‑functional projects that advance the Trust's objectives while strengthening portfolio management, asset performance, and organizational processes. The Director partners closely with Trust leadership, NYCHA staff, public agencies, developers, lenders, and other stakeholders to guide complex real estate transactions, implement portfolio and property management systems, develop policy recommendations, and improve project delivery. This position combines strategic planning, asset management, transaction support, and operational leadership to ensure projects are executed effectively, operate efficiently, comply with regulatory requirements, and remain on stable financial footing into the future. Primary Responsibilities Strategic Leadership & Portfolio Management Lead cross‑functional initiatives that advance the Trust's strategic priorities across asset management and operations. Convene and direct multidisciplinary project teams spanning NYCHA and Trust departments, consultants, and public agency partners. Evaluate portfolio performance through ongoing monitoring and post‑closing analyses, incorporating lessons learned to strengthen current and future projects. Develop data‑driven policy recommendations and implementation strategies to address complex rehabilitation and property management operations challenges. Asset Management & Fiscal Oversight Oversee portfolio reporting processes to ensure compliance with regulatory, financing, and investor reporting requirements. Partner with the CFO and Asset Management team to develop and refine property‑and‑portfolio‑level budgets, forecasts, and cash flow analyses. Review transaction documentation to ensure reporting obligations and compliance requirements are accurately documented and operationalized. Performance Improvement Manage priority initiatives requiring cross‑disciplinary implementation across multiple departments and levels. Identify opportunities to improve organizational processes, increase efficiency, and strengthen portfolio performance. Drive collaborative relationships with internal and external stakeholders to advance strategic initiatives and resolve complex implementation challenges. Transactions & Financing Strategies Advise Trust leadership on redevelopment strategies, acquisitions, recapitalizations, new construction, and other types of transactions. Partner with Project Finance and Development team to evaluate financing structures and identify innovative funding opportunities, including tax credits, public financing, and strategic partnerships. Collaborate with Project Finance and Development on closing activities to bring asset management perspective, while ensuring efficient closing process and smooth transition to portfolio management oversight. Transactions Manager (NYC PHPT - 94547 Minimum Qualifications A baccalaureate degree from an accredited college or university and four years of full‑time satisfactory professional experience in the development, appraisal, financing, negotiation, or disposition of real estate, or in real estate law, or in urban planning or analytical or coordination work related to housing programs; or A satisfactory combination of education and/or experience which is equivalent to "1" or "2" above. Graduate study in the field of urban studies, city planning, business or public administration, finance, architecture, engineering, or other related fields may be substituted for up to one year of the required experience on the basis of 30 credits equaling one year of experience. Graduation from an accredited law school may be substituted for one year of the required experience. However, all candidates must have at least two years of experience as described above. Preferred Skills 8+ years of experience in real estate development, project management, urban planning, or a related field. Proven track record of managing and executing large‑scale, multi‑stakeholder projects. Fluency in HUD programs, conversions to Project Based Section 8, and government program requirements. Deep understanding of NYC housing policies, HUD guidelines, and public‑private partnerships. Advanced degree in urban planning, business, public administration, or a related discipline is preferred.
